The Little Rock City Beautiful Commission held its regular
meeting on Tuesday, May 12, 1992 at City Hall in the 2nd Floor
Conference Room. The meeting was called to order at 10:00
A.M., by chairman, Merle Seamon.

1, Roll Call. 6 of 8 members present.
2. Approval of Minutes. Minutes of April minutes approved
as mailed.
3� Public Sculpture. An unscheduled presentation was made by
representatives for public sculpture. They requested
endorsement for a state wide project and assistance
from the City Beautiful Commission. Liz Williams suggested
that maybe a sculpture could be worked into one of the
traffic median. Steve Cato asked that someone write a
resolution encouraging the arts. Jo Rancifer made the
motion that Bill Bunten write the resolution and have
available at the next meeting. Shalah Brummett seconded
the motion. The motion passed with all ayes. A copy of
the resolution is attached to the minutes.

Ross McCain entered the meeting during this presentation,
bringing the total number of members present to seven.
4. Reports of Committees.
A. City Beautiful Kids
Jim Sick informed the City Beautiful Commission that
the City Beautiful Kids program had received seven
checks from sponsors.
JTPA turned down the recreational part of the City
Beautiful Kids program because it did not comply
with federal guidelines. They did, however accept
the horticulture part of the program. JTPA also liked
the idea of the Arts and Humanities project which
involves the City Beautiful Kids painting the tunnel
that connects the back of the Camelot with Riverfront
Park.
B. Winterfest.
Merle Seamon reported that this year a new name will
be used, it will be called "Winterfest, Carnival of
Lights" and proposed that next year it be called
"Carnival of Lights". Instead of big stage events,
activities will consist of smaller activities going
on all over the park. The committee will start meeting
every other Thursday at 3 P.M..
C. Adopt a Block.
Merle Seamon also chairs this committee and he reported
that there has been a lot of interest shown in adopting
blocks.
D. City Beautiful Convention.
No report at this time.
E. Litter Awareness.
Ross McCain chairs this committee. He reported
that at their last meeting Peggy Harris came and
talked to them about Keep Arkansas Beautiful". Ross
would like to have her come and talk to the City
Beautiful Commission.

F. Neighborhoods Ambassador Program.
No report.
G. Awards.
Shalah Brummett passed out information pertaining to
the Little Rock City Beautiful Awards such as
guidelines and a. letter that would be sent to the
different neighborhood associations. After reviewing
this information with the Commission she decided to
rewrite the information and mail it out to the members
of the Commission at a later time.
H. Education.
No report.
I. Development of Environmental Ordinances.
No report.
J. Tree Planting.
Connie Fugedy informed the Commission that she had
received the Urban Forestery Report. Anyone wishing
to see the.report may do so at Connie's office in City
Hall. This report will help in the replacement of
trees in the Little Rock area and tell what type of
trees are best suited for certain areas.
Connie received a phone call about a four day seminar
in June that would cover Urban Forestery. The grant
money is available now if a they could come up with
$600.00 for each person that would be attending. At
this time there would be two people attending, Connie
and the Parks and Recreation Horticulturist. Connie
suggested that the City Beautiful Commission help
underwrite the cost of the trip. A decision needs to
be made within the week. Liz williams made the motion
that the City Beautiful Commission give a maximum of
$600.00 to send one person to the seminar and that the
Parks and Recreation Department provide the funding of
$600.00 for the other individual. Shalah Brummett
seconded the motion. The motion passed with all ayes.

K. Fund Raising.
Merle Seamon is still working on information about a
program from the Highway Department.
L. Traffic Island.
Merle Seamon reported that this committee will meet
again on May 18th. At this time they will review
findings from the tour that they took.
M. Capitol Ave..
Ross McCain reported that the contract was expected to
be approved by the City Board and once it is approved
Connie Fugedy's office will give the go ahead to start
work. The City Beautiful Commission will receive a
periodical report of the work.
N. Public Relations.
Shalah Brummett asked if there should be some kind of
press release to the media every month. Merle
suggested that the media be informed with a short
briefing -of what goes on at the monthly meetings. Also
special things like the things the City Beautiful Kids
activities.
0. Bylaws and Procedures.
No report.
P. Long Range Planning.
No report.
5. Development Guide.
Merle Seamon informed the Commission that the development
guide is nearing completion and he should have it available
by the next meeting.
6. Parks and Recreation.
Truman Tolefree made the Commission aware that the Allsopp
Festival and the grand opening at the War Memorial Fitness
Center went off very well.

Truman advised the Commission of a public meeting on the
proposed Two Rivers Park that will be held on May 14, at
5:30 P.M. in the Board of Directors Room. It will be
televised on the government channel.
7. Miscellaneous.
Jo Rancifer thanked the Commission of the flowers they sent
her during her illness. A copy of the thank you note is
enclosed with the meetings.
8. Adjournment.
Ross McCain made the motion to adjourn, Jo Rancifer
seconded. All ayes. Meeting adjourned at 12:00 P.M..
LITTLE ROCK CITY BEAUTIFUL AWARDS
Guidelines
1. CBC publicizes categories and deadlines for nominations by June 30.
2. From May to June 30, CBC also `scouts' for nominees, noting that i f
the nominee looks best at a time other than our judgment period, a
photograph taken at that time may be submitted.
3. July 1 to August 1, CBC reviews nominees, in person and by photo.
4. Vote at the August meeting. (Each category does not necessarily
have to have a winner.) A scoring sheet will be provided.
5. Awards will be given out at the September meeting time.
Commercial Categories
(Landscaping must have been in place for at least one year and at least
one photograph per nominee must be submited.)
A. Best influence of institution, office, or business on surrounding
neighborhood
B. Best volunteer effort; master gardeners, adopt a park, highway litter
programs,etc.
C. Best new or redeveloped project
1. large scale( industry, apartment complex, shopping center, etc.)
2. small scale
D. ' Continued excellence
Residential Categories
(At least one photograph per nominee must be submitted.)
A. Best influence on surrounding neighborhood
B. Best garden or landscaping effort
C. Best overall improvement
( To be sent out to all likely participators in the City Beautiful awards
competition)
Dear 'Organization'
The Litle Rock City Beautiful Commission is notifying your organization
about the 1992 beautification awards. If you would like to _enter a
nominee, please submit a photograph and pertinent details no later than
June 30 to: City Beautiful Commission, 500 W. Markham, Room 108,
Little Rock, Ar. 72201. All nominations will be reviewed by each
commissioner and awards will be given in September. If your nominee
presents a better appearance at another time, the photograph should
represent that. We encourage your participation and look forward to
hearing from you.

The Little Rock City Beautiful Commission - invites you to submit
neighborhood nominations for awards in residential beautification. Past
participants have found that working toward this award encourages an
overall sense of pride in the neighborhood with neighbors often working
together toward a common goal. The 1992 categories are:
A. Best influence on surrounding neighborhood
B. Best garden or landscaping effort
C. Best overall improvement
D. Most outstanding neighborhood project
The deadline is July 1. Please nominate only one residence per category
and send all information with at least one photograph to the Little Rock
City Beautiful Commission, 500 West Markham, Room 108, Little Rock,
Ar. 72201. Awards will be given in September. We encourage your
participation and look forward to hearing from your neighborhood
association in this effort.

RESOLUTION
ENCOURAGING THE ARTS
Whereas great cities meet the cultural, economic, leisure,
and transportation needs of their citizens,
and Whereas the Arkansas Connection Public Sculpture
Symposium contribute to the cultural welfare, and
provide visible landmarks in defining a City's image,
and Whereas numerous opportunities exist in parks, plazas,
and activity nodes to incorporate public art and sculpture,
and Whereas the Arkansas Connection Public sculpture
Symposium has offered encouragement, assistance, and guidance in
providing public sculpture,
Now therefore, be it resolved that the City Beautiful Commission
hereby encourages the City Departments of Parks, Public Works,
and Neighborhoods and Planning to work with the Arkansas
Connection Public Sculpture Symposium, in providing and
utilizing public sculpture,
and be it further resolved that the Architectural and Landscape
Architectural Communities, through their state organizations
being sent a copy of this resolution, be apprised of the need
for the use of this sculpture in their projects, and of the
readiness of the Arkansas Connection Public Sculpture
Symposium and City Beautiful to assist.
