The City Beautiful Commission held its regular meeting o
Tuesday, May 14, 1991 at 10:00 a.m. in the Riverfront Park
Activity Center. Chairman Joe Franklin presided.

1. Roll Call: 8 of 8 present, 1 vacancy.
2. Approval of Minutes: Minutes of April, 1991 approved as
presented.
3. Joe Franklin expressed the appreciation of the City
Beautiful Commission members to ;;jilius Breckling, and
wished him well on his upcoming ret,.rement.
4. Reports of Committees:
A. Diamond Center. Steve Cato introduced Tim Polk,
Asst. Director of Neighborhoods and Planning and
asked him to discuss the. proposed Diamond Center
impact on the MacArther Park District.
Mr. Polk
said that
there were
eight areas of concern
that was
studied:
Land use
- need tc protect the
historic
district;
traffic -
signage and patterns;
emergency
access;
parking; urban design; security;
noise; and
maintenance.

B. WinterFest. Jim vonTungeln reported that the
Committee is getting geared up for 91. We look
forward to having a tremendous success in 1991.
C. Litter Awareness Campaign. David Porter, Ross
McCain, and Charlene Hardcastle presented a plan for
Litter 'Awareness Campaign to be known as the
Ambassador. The program includes litter reduction
thru measurement, neighborhood volunteers to organize
neighborhood cleanups, a media campaign using the
Fight Dirty logo, press conferences, signs at
entrances to city, brochures. The plan also
suggested future projects: Adopt -A -Park, Adopt -An -
Island, work with landowners, Bottle Bill, an annual
awards dinner.
Steve Cato moved that we adopt the Ambassador Program
as oCi,tlined, motion was seconded by Ross McCain and
Charlene Hardcastle. The vote was unanimous.
D. City Beautiful Kids. Merle reported that we have 17
sponsors, we are three short of the required 20.
The program starts on June 10, a kick off luncheon
will be held on June 14, 1991. Members of the
commission are invited to attend the luncheon.
E. Billboards. Charlene Hardcastle reported that a
letter had been received from Senator Bumpers. Also
letters had been sent to Congressman Hammerschmidt
and Senator Bumpers from the Little Rock Co-alition
of Neighborhoods and signed by the presidents of the
neighborhood associations.
F. Downtown Streetscape. Merle Seamon reported that
Sterling Cockrill would be going to the Metrocentre
Board and requesting funding for the replacement of
many of the dead trees in the downtown area.
G. Capitol Avenue. Ross McCain reported that Charlene
Hardcastle had requested Bill Bunten to have some
preliminary drawings made of what Capitol Avenue
could look like with landscaping. Bill presented
the drawings and briefly discussed each one. A
meeting was set for Wednesday, May 22, at 12:00 Noon
to further discuss the Capitol Avenue plan. It was
suggested that this be a lunch meeting and sandwiches
be supplied.

5. Miscellaneous
A. Joe Franklin asked the Commission if they would like
to make a contribution to the retirement parties
being held for Julius Breckling. A motion was made
and seconded to contribute $250 for Julius's
retirement parties. Motion carried unanimously.
6. Adjournment: 12:15 p.m.
