The Little Rock city Beautiful Commission held its -regular
meeting on Tuesday, November 12, 1991 at 10:00 a.m. in the
University Conference Center Room 1-D. Chairman Joe Franklin
presided.

1. Roll Call. 9 of 9 members present,
2. Approval of Minutes. Minutes of the Oc'.ober meeting
approved as submitted.
3. Reports of Committees,
A. Landscape Awards. Delayed until later in the
meeting.
B. Capitol Avenue. Connie Fugedy distributed copies of
the proposed Capitol Avenue RFP document (copy
attached) Ross McCain moved that the Commission
accept the RFP as written November, 1991, motion was
seconded by David Porter. Motion carried 8 ayes -
0 nays.
C. Downtown Improvement. Merle Seamon submitted a
proposal for an Adopt -A -Block Program to be discussed
at a later meeting. (See Attached.)

D. WinterFest. Jim vonTungeln said that the WinterFest
schedule had been finalized. He told the
commissioners that volunteers were needed, and anyone
that wanted to volunteer would be welcome.
4. Treasurer's Report. Ross McCain reported that there is
in excess of $2,100 in the City Beautiful Budget Account.
Ross suggested that $1500 be donated to WinterFest, and
the remaining be used for the City Beautiful Awards
Program. Merle Seamon moved that $1500 be donated to
WinterFest, motion was seconded by Steve Cato, and
carried 8 ayes and 0 nays.
5. Election of 1992 officers. Jim vonTungeln reported that
the nominating committee (Steve Cato, Jo Rancifer, and
himself) had met and recommend the following slate of
officers for 1992.
Chairman - Merle Seamon
Vice Chairman - Steve Cato
Treasurer - Ross McCain
Joe Franklin thanked the nominating committee and asked
if there were any other nominations. There were none.
Jim vonTungeln moved that the recommended slate be
elected by acclamation. The motion was seconded by Jo
Rancifer. Motion carried 8 ayes and 0 nays.
6. Miscellaneous.
A. Landscape Awards. Joe Franklin asked the City
Beautiful Awards Committee to report on their
nominations for the 1991 Awards. Shalah Brummett
said that the committee had worked on the nominations
submitted the following names as nominees.

A discussion was held regarding residential awards.
Jim vonTungeln mentioned that several years ago the
Commission and the Little Rock Water Works ran a
contest for the prettiest yard and found that people
were reluctant to enter because they neither wanted
their names or addresses published. They were afraid
of vandalism or worse.
Steve Cato reminded members that at the October
meeting the Commission voted that the proposed
categories that were submitted were to be considered
as guidelines and not categories.
Gayle Owens reported that she had received several
nominations as a result of the mail outs and news
releases.

Joe Franklin nominated the front of the Justice
Building,and Jim vonTungeln nominated the Mariott
Courtyard. Merle Seamon said that Dillards should
receive an award for their new corporate offices.
Charlene Hardcastle entered the meeting at this
point.
A discussion was held regarding Category F, most
significant impact on a limited budget. A question
regarding limited budget was asked. It was agreed
the category should be changed, and made two parts,
A. Most professional landscape/maintained, and B.
Best landscape by private management and owners.
Charlene Hardcastle said that letters had been sent
to the neighborhood associations and nominations had
been received. Charlene said she thought that
recognition should be given in order to encourage the
resident to continue to improve their neighborhoods.

Members of the Commission wanted more time to look
at the nominees. It was decided that the Commission
would meet on Thursday, November 21, at 9:30 a.m. in
the 2nd Floor Conference Room at City Hall to make
its final decision on City Beautiful Award
recipients.
B. David Porter said that he had enjoyed serving on the
City Beautiful Commission, but felt that he should
resign due to his unsettled future in Little Rock.
He said he hoped that he would be able to serve on
the commission at a later date.
7. Adjournment: The meeting was adjourned at 11:55 a.m.
Request for Proposals
Capitol Avenue Streetscape

The City of Little Rock is seeking the services of design and engineering professionals to create working
drawings and specifications for prototype city blocks along Capitol Avenue.
Services desired include site design, preparation of plans and specifications, bid documents, contracts, cost
estimates, design and construction schedules, and construction management.
Project Dmcrinti�r
This project, funded through the 1987 Bond Issue and sponsored by City Beautiful, will consist of overall site
planning, streetscaping, and preliminary cost estimate for Capitol Avenue from the State Capitol grounds to
I-30. Detailed engineering, and construction drawings will be produced for the number of blocks that can be
constructed within the existing budget, estimated to be 3-4 blocks near the Capitol grounds.
The consulting firm will have demonstrated capability in the following areas:
1. Streetscape design and detailing, including lighting, signals, sidewalks, landscaping, parking,
loading zones, and pedestrian amenities.
2. Design, installation, and relocation of utility and drainage components.
3. Traffic design.
4. Construction management of streetscape projects.
5. Public meetings.

Respondents will provide six copies of their proposal to Mr. Jerry Paul, Purchasing Officer, 300 City Hall,
500 W. Markham, Little Rock, AR 72201 not later than 5:00 pm local time, December 21, 1991.
Submissions must be in a sealed envelope, identified as "Response to the City of Little Rock RFF for
Capitol Avenue Streetscape Design and Detailing". Failure to comply with instructions contained in this
RFP will constitute grounds for rejecting a respondent proposal.

For questions concerning content of this proposal, contact Connie Fugedy, Parks Project and Design
Manager, at 371-6851.
Each proposal received will be reviewed by a committee designated by the City Manager in accordance with
provisions of Little Rock Ordinance #15,221 for competitive selection of professional service providers.
Each committee member will evaluate the proposals based on the following criteria:
a. Overall firm capability for handling a project of this type and size.
b. Credentials and experience of professionals to be assigned.
C. Experience with similar design and construction projects.
d. Knowledge and experience relative to the local construction industry and local utilities.
Following a ranking of proposals by the committee, a fee negotiation will ensue with the firm deemed best
suited for this project. If negotiation of a fee amount or schedule is not successful within the limits set by the
committee, other respondents will be contacted in order of their proposal ranking.
Proposal Format
The following information should be provided in each proposal:
Firm
List the name, address, and phone number of the -primary firm submitting the proposal. List all other
consulting firms that are a part of this proposal.
Current Work
Provide a list of all work currently under contract with the City of Little Rock by any member of the project
team.
Project Leader and Team
List the name and qualifications pf the team Ieader. This person shall be the primary contact and must be
involved in all phases of the project. List similar projects, including scope of work, extent of involvement,
and primary firm for each project. Follow this same format for all other team members if appropriate.
Specify the interrelationships of the team, tasks of each team member, and strategy to coordinate work.
Each team must have a registered Civil Engineer and a registered Landscape Architect.
Schedule
Develop a schedule of completion for the project, including Owner review and approval time. Discuss your
capacity to schedule this contract within your existing commitments.
Fees
The City will negotiate fees for the following services after receiving and ranking the proposals. If the City
fails to reach an agreement on cost with the number one ranked firm, it will proceed to the number two
ranked firm, and so on. The services that will be negotiated are:
a. Conceptual site plan for Capitol Avenue from the Capitol grounds to I-30, including traffic
design, streetscaping, budget, and materials and amenities which unify the design.
b. Engineering and design detailing, including all construction and bidding documents.
C. Assistance to the City in bidding and negotiating.
d. Construction supervision and inspection.
CITY OF LITTLE ROCK
ADOPT A BLOCK PROGRAM
POLICY STATEMENT
PROGRAM PURPOSE:
The Adopt -a -Block program is intended to promote public
involvement in controlling litter, maintaining landscaping,
removing weeds and otherwise visually enhancing -the quulity of
our Cities environment_ Businesseo, individuals, non-profit
groups or other interested parties will. be allowed to adopt a
block or blocks for the purpose of maintaining cleanliness, weed
removal, mowing, watering and trimming of plants as well. as other
duties deemed appropriate. Participants would receive
recognition for their efforts.
PROGRAM GUIDELINES
o The area for adoption will generally be from 1 to 3
blocks, although larger areas can be adopted if it is
determined that the adopting group is capable of
successfully maintaining the area.
o The adoption period will be a minimum of 1 year,
renewable at the request of the adopting group.
o The program will begin by working only with the Downtown
area as defined 'by the Downtown Improvement Committee.
o The city will assist the adopting groups in successfully
and safely performing the work. 'Trash bags, barricades and
any other needed equipment will be provided on a loan
basis.
o The city will install an appropriately sized sign on each
block adopted. This signs will have a maximum of 34 spaces
available for the name of the organization and will be
affixed to existing sign poles in locations determined by
the traffic engineering dept.
o News Media coverage will be encouraged to promote the
program and recognize adopting organizations.
o Upon successful completion of their commitment,
organizations will be recognized by a certificate of
recognition.
o Minimum commitment required of participants would include
monthly litter pick up and weeding with pruning, watering
and other activities occurring are needed.
CITY OF LITTLE ROCK
ADOPT A BLOCK PROGRAM
GUIDELINES FOR PARTICIPANTS
1. All activities shall be performed within the right of way
excluding the roadway itself.
2. No persons under the age of 11 years old shall be permitted
to work within the right of way. All persons between the ages
of 11 and 18 shall be under the supervision of an adult. No one
under the age of 18 will be allowed
to operate any sort of power tools or equipment in the
performance of the work.
3. Each adopting organization shall appoint a representative who
will serve as the contact person with the city staff.
4. A safety meeting must be attended by all persons
participating in the program. This meeting will apprise the
participants of accepted safety procedures and rules.
5. No work may be performed without the appropriate safety
equipment possibly including warning signs, barricades, safety
vests for all participants, etc.
6. Place all bagged litter within the right of way at designated
locations and immediately notify the city of the need for a pick
up. The city will dispose of all litter and waste.
7. Follow the procedures outlined in the provided "Guide for
maintaining the Puiblic Landscape".
The City of Little Kock commits to provide the following support
and recognition for individuals or organizations participating in
the Adopt -a -Block Program.
1. Erect a sign recognizing the contribution on each block
adopted. (location to be approved by 'traffic Engineering,
existing poles to be used to avoid adding to visual
clutter)
Z. Furnish warning signs, vests, barricades, and all
equipment needed to perform the work.
3. Furnish trash bags.
4. Collect and dispose of all litter and waste collected.
5. Provide safety meetings as needed to insure that
participants can attend.
6. Provide -a "Guide for Maintaining the Public Landscape."
7. Provide guidance and assistance as needed to insure
the success of the participants.
