The Little Rock City Beautiful Commission held its regular
meeting Tuesday, July 9, 1991 in Room 1-D of the University
Conference Center. Chairman Joe Franklin presided.

2. Approval of Minutes. Minutes of the June, 1991 meeting
approved as written
3. Reports of Committees
A. City Bautiful Kids. Merle Seamon reported that the
City Beautiful Kids Program, was progressing quite
well. There has been no real problems. The Kids
picked up more than 55.5 tons during the first two
weeks of the program. On July 3 and 5, the City
Beautiful Kids cleaned up around the train station.
On June 20 and 21, they assisted the Forest Hills
Neighborhood with its cleanup.
B. Litter Awareness Campaign. David Porter reported
that the committee had met with Mayor Priest. The
committee had planned to meet with the Board of
Directors, but then decided to wait. Ross McCain
stated that in his opinion, the campaign has two
separate components, the Ambassadors section and the
media campaign components, and asked if they should
not be treated as two separate programs. This was
discussed by the members and it was decided that the
media work should begin.

C. Downtown Streetscape. Merle Seamon reported that
Sterling Cockrill had asked the Metrocenter Board for
funds for this project, and his request had been
denied. Merle said he had scheduled a meeting for
July 15, 1991 at 12:00 noon in his conference room.
Ross McCain moved for the Commission to furnish
lunch. Motion was seconded and the vote was
unanimous.
D. Diamond Center. Steve Cato reported that the Board
of Directors had called a sales tax election for
October 8. Sales tax to be 1/2 cent to support
Diamond Center and 1/2 cent for city operations. The
1/2 cent for the Diamond Center will be a line item
vote, but no one was sure what the line items were.
Steve said he would do some research and bring back
to the Commission at the August meeting. It was
suggested that a resolution of support to the Cit
Board might be in order.
Charlene invited the Commission to a meeting of the
Capitol View Neighborhood Association on August 4,
at the Pulaski 'View United Methodist Church.
E. Capitol Avenue. Ross McCain reported that he had met
with Bill Bunten and it was decided to have one more
planning luncheon meeting. Several other people will
be invited, Audra Stanley, Bob Callans, Sterling
Cockrill, Jim Summerlin, and Director Roy. Ross said
that the Parks Staff could take the project to a
certain point and RFP's would be -asked for. Ross
further stated that the Traffic Division has been
doing some work on this project. Ross told the
members of the Commission that there are much bigger
things to decide than what kind of trees.
4. Treasurer's Report. Ross McCain reported that the
WinterFest Account would be opened soon.
5. Landscape Variance Waiver Fee. Bob Brown said that he
first thought that it would require a vote by the
Commission to raise the Variance Waiver Fees, but had
since found that the fees are set by the Board of
Directors. He said that the City Manager had requested
that the fees be studied. Merle Seamon said he thought

the fees should be set on a variable scale based on site
size. Merle suggested that Bob and Richard set fees
based on size, no increase in fee base for small parcels,
but substantial increases for larger parcels.
6. Miscellaneous.
A. Charlene Hardcastle discussed the medical waste
incinerators that are proposed to be built in Little
Rock. She said that the Department o pepollution
mits for
Control and Ecology had already
issued these incinerators to be built. Charlene said that
the hospital in Little Rock could not support the
incinerators and medical waste from outside of
Arkansas would be brought in.
