he City Beautiful Commission held its regular 'meeting on
Tuesday, April 9, 1991, in Room 1-D of the University
Conference Center. Chairman Joe Franklin presided.

1. Roll Call: 7 of 8 present, 1 vacancy.
Chairman Joe Franklin welcomed Shalah Brummett to the
City Beautiful Commission.
2. Minutes. Minutes of the March 12, 1991 meeting approved.
3. Reports of Committees:
A. City Beautiful Kids. Merle Seamon reported that the
program is on track. All interviews are complete and
the "Kids" have been selected. Gayle was asked if we
still needed sponsors, she said we do. Steve Cato
requested that a list of the committed sponsors be
furnished so that Commission members could help find
additional sponsors.
The program starts on June 10 with the kickoff
luncheon on June 14. Commission members were invited
to participate in the week of orientation.
B. WinterFest. Jim vonTungeln reported that the Winter-
Fest Committee has held its first meeting of 1991 in
March and that plans for the 91 festival are being
made. Jim also stated that the time had come for
WinterFest to expand and possibly incorporate. The
commission's goal for lighting the park has basically
been accomplished with the exception of filling in
places.

C. Billboards. Charlene Hardcastle reported that she
heard from Senator Bumpers office. She also reported
that Director Roy is interested in an ordinance that
would ban billboards in part of the city other than
scenic corridors. Charlene felt that it would be
helpful if the commission would encourage people to
write letters to Senator Bumpers and Senator Pryor
requesting their support for the federal legislation.
Jim vonTungeln said he would call a few people and
ask them to write.
4. Treasurer's Report. None.
5. Capitol View Judging. The Capitol View Neighborhood
judging will take place on April 13. The tour will start
at 11:00 a.m. at Pizza-d'Action. Jim vonTungeln, Merle
Seamon, and Joe Franklin will act as judges.
6. McDonald's Press Conference. Joe Franklin asked Gayle to
explain about the press conference. Gayle said that
James Lee had called and invited the members of the
Commission to attend a press conference on April 12, at
10:00 a.m. in Riverfront Park. McDonalds plans to give
present 250 Norway Spruce seedlings to the City of Little
Rock. Mayor Priest has been invited to attend and will
accept the seedlings for the city.
There was a question as to whether Norway Spruce could
survive in Arkansas. It was determined that they could
not in this part of the state, possibly in the northern
part. Commission members expressed a concern that it
would not be good to be associated with giving away trees
that would not live. Gayle explained that McDonalds was
aware that these seedlings probably would not survive in
Arkansas, and had contacted the corporate offices about
it, but were told there was nothing that could be done at
this time.
Shalah Brummett moved that a memorandum be sent to Mayor
Priest stating that generally we appreciate McDonalds'
gesture of support for the planting of trees, but would
rather that they help support City Beautiful Kids or at
least supply trees that would live in the area. The
motion was seconded by Jim vonTungeln, and carried
unanimously. Chairman Joe Franklin will draft the
memorandum and forward to the mayor.

7. Arkansas Recycling Conference. The first annual
Recycling Conference will be held on May 3 and 4 at the
Camelot Hotel. Charlene Hardcastle suggested that the
members should decide if they wanted to become actively
involved in the recycling issue, or if they were
interested only in learning more about recycling.
Commissioners decided that if anyone wanted to go, then
they should pay their own way, and then be reimbursed.
8. Miscellaneous
A. David Porter reported that the Litter Awareness
Committee had met with Wayne Woods and found out that
the "Fight Dirty" campaign has very little collateral
material. He did say that we would be welcome to use
whatever they had.
B. Charlene Hardcastle presented a letter to the members
of the commission which outlined a plan of action for
beautifying Little Rock. Charlene then discussed
these ideas with the commission. (See attached.)
