The City Beautiful Commission held its regular meeting
Tuesday, March 12, 1991 at 10:00 a.m. in Room 1-D of the
University Conference Center. Chairman Joe Franklin
presided.

1. Roll Call - 6 of S present with 1 vacancy.
2. Approval of Minutes: Minutes of the February meeting
were approved as mailed. Charlene Hardcastle requested
corrections be made when she Arrived. Corrections were
made.
3: Treasurer's Report. Ross McCain gave the treasurer's
report and distributed copies. (See Attachment #1.) A
motion was made and seconded that the report be accepted
by the Commission. Motion carried.
4. Chairman Joe Franklin told the Commission that Theodosha
Cooper is recovering from surgery and pneumonia, and that
she may leave the commission.
5. Reports of Committees:
A. City Beautiful Kids. Merle reported that on
Saturday, March 9, approximately 95 youth were inter-
viewed for City Beautiful Kids. Another interview
session will be held on March 16, this will be our
final session.
We have lost several sponsors this year: Worthen,
Rebsamen Insurance, Fairfield Communities, Southwest
Merchants to date. Rip Rowan is currently looking
for new sponsors.

B. Spring Flower Tour. Ross McCain reported that a
check in the amount $250 had been given to the Little
Rock Council of Garden Clubs for the Spring Flower
Tour.
C. Litter Awareness Campaign. David Porter reported
that he had been in touch with Jerry Atchley, and
Jerry had given us permission to use the Fight Dirty
collateral materials.
D. Diamond Center. Study due to come out on March 13.
Ross McCain said he was learning that there are many
other things tacked to it.
E. Billboards. Charlene Hardcastle reported that she
and David Porter had met with Julius Breckling
regarding the possibility ' of sending letters to
organizations that were using billboards: She said
that it was decided that it might embarrass these
organizations and it would be better to try to meet
with some of them on an individual basis. Charlene
then requested that a letter be sent to Senators
Bumpers and Pryor requesting that they support Senate
Bill 593. Members of the commission requested that
they be provided with a copy of the bill.
Motion was made and seconded that the Commission send
a letter to the Senators Bumpers and Pryor after
receipt of the bill and approval by Commission.
Motion carried unanimously. Chairman Franklin
said that the commission would be polled by telephone
to ascertain their wishes regarding this matter. Jim
vonTungeln stated that the letter should go out over
the name of the Commission's chairman.
6. Miscellaneous:
A. Charlene Hardcastle requested that the following
items be added to the agenda.
1. Charlene distributed copies of City of Little
Rock Ordinance No. 13,204 which is the enabling
ordinance for the City Beautiful Commission, and
briefly reviewed it with the members.

2. Charlene suggested that the Commission get more
involved with the Coalition of Neighborhoods, and
requested that the Commission designate a repre-
sentative to attend their meetings. Charlene
stated that as president of the Capitol View
Neighborhood Association she was already
attending the meetings. it was agreed by the
Commission members that anyone that wanted to
attend should do so on a voluntary basis.~ The
Coalition of Neighborhoods meet the first
Saturday of ,each month at Jaunita's. David
Porter volunteered to attend the first meeting.
3. Charlene requested the members of the City
Beautiful Commission to participate in the
Capitol View Neighborhood Associations's
beautification project by acting as judges of
"Most Colorful Yard, Best Kept, and Best
Landscape" contests. The members said they would
be happy to help. The judging will take place on
April 13 or April 20.
4. Charlene said that in the meeting she and David
Porter had with Julius Breckling, the costliness
of picking up litter was discussed. Charlene
requested a cost analysis of how much is spent in
terms of staff and equipment in picking up litter
in the parks.
5. Charlene suggested that a budget be developed for
the spending of City Beautiful Funds.
B. Jim vonTungeln announced that WinterFest Meetings
will start again on March 21, 1991 at 1:00 p.m. in
the Second Floor Conference Room in City Hall. He
invited members of the Commission to come and
participate.
C. Joe Franklin asked about the 12th and Fair Park
Island Project and wondered if it was time to
refurbish the island.
7. Adjournment: Meeting adjourned at 11:45 a.m.

Dear Senator Bumpers:
In acknowledgment for your past and continuous efforts in main-
taining a clean, healthy and attractive environment, we ask for
your support.
The Little Rock City Beautiful Commission has been charged with
the responsibility of establishing and maintaining a high level of
aesthetic quality in our city. Our goal is to raise the level of
community awareness concerning the quality of our environment.
Infractions upon the aesthetic quality of our city are sometimes
subtle, sometimes blatant. The proliferation of billboards along
our scenic corridors not only creates visual clutter, but more
subtly affects the way our City is perceived. It is hard to take
pride in a thoroughfare lined with billboards.
Over the last two years, more than 500 cities have enacted new
regulations to control billboards. Little Rock is among those
cities presently attempting to enforce more stringent billboard
regulations. Our City Board of Directors, at the urging of the
public, passed an ordinance in 1983 that would require the removal
of billboards from our scenic corridors. Billboard owners were
given seven years to amortize the value of existing billboards
before removing them. The time has passed to remove the
billboards, yet they have not come down. Billboard owners have
ignored the deadline, filed suit against the city challenging the
ordinance, and have demanded to be paid large amounts of cash to
"purchase" the billboards prior to removal. This court case may
take years. In the meantime, the positive effects that_ attractive
scenic corridors could bring, in terms of tourist appeal and
enhanced quality of life to residents are diminished.

Currently, there is legislation under consideration thab if passed
would strengthen our position and assist us in assuring that the
billboards will come down and our scenic corridors are protected.
The Visual Pollution Control Act of 1991 would allow control over
existing billboards to be returned to states and local entities,
restoring their ability to remove non -conforming billboards
through the process of amortization. We hope that you will
consider Senate Bill No. 593 very carefully.

MC-DONALD'S TO GIVE AWAY SEEDLINGS
_L=E ROCK, AR (April 12, 1991) -- Local McDonald's
owner./operators and the Arkansas Forestry Commission will join forces this
weekend as part of a national effort to generate concern for the environment.
The program is known as "Let's Get Growing America," where McDonald's
customers will receive a free tree seedling and a planting container as part of a
cooperative effort between McDonald's and the American Forestry
Association's Global ReLeaf program.
Local McDonald's rpresentaives announced the program at a news
conference where Little Rock and North Little Rock city officials accepted 500
seedlings from McDonald's for use by the cities.
No purchase is necessary to receive the trees which will be available on
Saturday and Sunday only. McDonald's across the country will give away
approximately 10 million of the free tree seedlings during the event that
comes two weeks prior to national Arbor Day. More than 41,000 seedlings
will be distributed through the McDonald's Cooperative of Central Arkansas.
Representatives from the Arkansas Forestry Commission will be on
hand Saturday, April 13th from 10 a.m. until 1 p.m. at select McDonald's
locations to explain how to plant and care for the seedlings.

"Learning about the environment is the first important step towards
action," said Edwin Waddell, State Forester. "I think it's great that
McDonald's is providing an opportunity for kids to plant trees that will help
protect the ozone layer, reduce air pollution and just plain make the planet a
better place to live."
McDonald's introduced "Let's Get Growing America" during 1990 as a
five -market test program. More than 8,000 McDonald's will participate this
year.
"We're very proud and protective of our natural beauty here in
Arkansas," noted Steve Grimm, President of the McDonald's Cooperative of
Central Arkansas. "President Bush and Governor Clinton both encourage the
planting of trees to help clean-up and beautify our land. We hope all
Arkansans will make the commitment to plant a tree."
The McDonald's of Central Arkansas Cooperative is composed of 14
individual Owner/Operators with 42 McDonald's in 25 communities. Those
communities are Arkadelphia, Batesville, Benton, Brinkley, Bryant, Cabot,
Camden, Clarksville, Conway, Dumas, Heber Springs, Hot Springs,
Jacksonville, Little Rock, Malvern, Maumelle, Monticello, Morrilton,
Newport, North 'Little Rock, Pine Bluff, Russellville, Searcy, Sherwood and
Stuttgart.

2. Approval of Minutes. Minutes of the January meeting were
approved as mailed.
3. Treasurer's Report. Ross McCain reported that the
Commission has approximately - $20,307.25. in three
accounts: approximately $15,000 in Operations City
Beautiful, $2,500 city appropr-iation, and $6,692.25 in
the checking account $2,807.25 of which are WinterFest
Funds.
Jim vonTungeln moved that the $2,807.25 be removed from
the City Beautiful Commission checking account and a new
checking account for WinterFest be opened. The motion
was seconded by Steve Cato, motion carried. It was
decided that the WinterFest Chairman and the City
Beautiful Treasurer would be authorized to sign checks on
this account.

4. Reports of Committees:
A. Capitol _Avenue. Ross McCain that currently very
little is happening on this project.
B. City Beutiful Kids. Merle Seamon reported that Rip
Rowan is making calls to solicit fund for the
project. Gayle said that JTPA will be certifying the
youth on March 2 and March 9. City Beautiful inter-
views are scheduled for March 9 and March 16. We
will need as many commissioners as possible to inter-
view the youth. Interviews will be held at City Hall
from 8:00 a.m. to 12:00 noon.
C. Litter Awareness Campaign. No report.
D. Diamond Center. Steve Cato reported that the project
is still in the comment process. The Board will meet
on February 13, 1991 at city hall to discuss and
receive comments. Charlene Hardcastle reported that
at a recent Capitol View Neighborhood Meeting a
presentation was made. After the presentation, the
members voted overwhelming against t e Diamond

E. Billboards. Charlene Hardcastle introduced Acting
City Attorney Tom Carpenter and Asst. City Attorney
Stephen Giles to discuss what the Commission can do
to encourage the removal of the billboards from the
Highway 10 Scenic Corridor. The attorneys explained
that Donrey had filed suit, and the possibilities
that could be involved in the suit. Charlene
suggested that we could write letters to billboard
advertisers explaining that an ordinance exists
banning billboards in certain areas and ues -i-nr
that they not advertise on billboards: harlene also
suggested that we form a coalition with garden clubs
and other groups and hold a press conference to voice
concern. There is an organization known as Scenic
America that can serve as a source of information.
Charlene suggested that the commission join Scenic
America. She did not know the cost, but will bring
it to the next meeting.

5. Spring Flower Tour. Joe Franklin introduced Mrs. Margie
Gill of the Little Rock Garden Club. Mrs. Gill
distributed a request for the Commission 's help with the
Spring Flower Tour. The request asked for $250 to help
defray expenses and the commission's in getting the signs
put up. Ross McCain said he would be glad to help out
again on this project. Ross McCain moved that the
commission donate $250 to the Spring Flower Tour, motion
was seconded by Steve Cato. Motion carried unanimously.
6. Historic Grove. Merle Seamon asked Gayle to tell the
commission about the possibility of planting a historic
grove. Gayle explained that she had received information
regarding the planting of historic groves. These trees
are grown from seeds harvested from trees grown by former
presidents, growing on historic battle fields, or trees
that have historic significance. Gayle suggested that
the commission could plant a historic grove in honor of
the Arkansas men and women who served in the Persian
Gulf, and at the same time encourage other people to
plant trees. Gayle also suggested that the Commission
join Global Releaf which a part of the Amercian Forestry
Association. Members said they wished to study the
material that had been distributed prior to making a
decision.
