The City Beautiful Commission held its regular meeting
Monday, January 15, 1991 at 10:00 a.m. in Room 1-D of the
University Conference Center, Joe Franklin, chairman,
presided.
Members Present: Joe Franklin Theodosha Cooper
Merle Seamon Charlene Hardcastle
David Porter Steve Cato
Also Present: Julius Breckling, Director, Parks & Recreation
Gayle Owens, Admin. Asst., Parks & Recreation
Richard Wood, Neighborhood & Planning Dept.
Bob Brown, Plans Review Specialist, Neighbor-
hood & Planning Dept.
1. RO-11 Call: 6 of 8 present.
2. Comments by Chairman Joe Franklin. Joe vowed to work as
hard as he could to continue the goals of the Commission.
3. Approval of Minutes. Minutes of the November meeting
were approved as mailed. There were no minutes for the
December meeting.
4. Joe Franklin announced that Frances Vestal had resigned
her position on the Commission.
5. Reports of Committees:
A. WinterFest. Joe Franklin said that the 1990 Winter-
Fest was a great festival. Joe encouraged all com-
mission members to get involved with WinterFest. We
should have a finance report by the February meeting.
B. Streetscape Plan. Merle Seamon reported that he,
Richard Wood, Bob Brown, and Sterling Cockrill had
met shortly before Christmas to discuss funding. The
request for funding in the 1991. budget was turned
down by the Board of Directors.

6. 1991 Work Program. Joe stated that 1991 can be a year in
which we have a great impact in Little Rock as the City
Beautiful Commission. Most of the citizens have no idea
what City Beautiful is all about. We should use every
opportunity to let people know about the City Beautiful
Commission. Joe stated that he had had discussions with
the members and the following are the items which the
members felt we should work on for 1991.
A. WinterFest. Jim vonTungeln and Merle Seamon will be
the prime contacts. All other members of the com-
mission are encouraged to participate.
B. Litter Awareness Campaign. David Porter, Charlene
Hardcastle and Ross McCain.
C. City Beautiful Kids. Merle Seamon and Theodosha
Cooper.
D. Diamond Center. Steve Cato, Jim vonTungeln, Charlene
Hardcastle, David Porter.
E. Capitol Avenue. Ross McCain, Charlene Hardcastle,
Theodosha Cooper.
F. Billboards. Charlene Hardcastle
G. Landscape Awards. All members of the Commission.
7. Miscellaneous
A. David-, Porter stated that he, Ross and Gayle had met
with "Jerry Atchley and Peggy Harris. The new slogan
for* the Keep Arkansas Beautiful campaign is "Fight
Dirty". Research indicates that males between the
ages of 16 and 34 are the most indiscriminate
litterers.
B. David Porter requested an update on the Riverfront
Park East Extension. Julius Breckling said that we
have been negotiating for some land for about five
(5) years. We think that there will be about
$200,000 left over for development after the land is
purchased.

C. Landscape Review Committee. Joe appointed Merle
Seamon, Steve Cato, Jim vonTungeln and himself to
serve on this committee.
D. Joe stated that another of his goals is to keep the
meetings to an hour.
8. Adjournment: Meeting adjourned at 11:00 a.m.
