DECREE OF ANNEXATION
On this regular day of a regular term of the County Court of Pulaski County, Arkansas,
there is present to the Court by, Rick Freeling, agent of the petitioners, a petition for annexation of
certain territory, hereinafter more particularly described, to the City of Little Rock, Arkansas, and
the court being fully advised of the facts and the law, does hereby find, judge and decree as follows:
The Court finds that the petition was filed more than thirty (30) days prior to this date and that in
said petition the said Rick Freeling was selected by petitioners to act on their behalf in filing and
presenting the petition.
The court further finds that notice of the hearing on the matter was published one (1) time
a week for three (3) weeks as required by A.C.A. § 14-40-602.
The Court finds that a majority of the total number of real estate owners in the area affected
by this petition have signed said petition and that such majority owns more than one-half of the
acreage affected.
The Court further finds that the territory consists of lands that are need for proper municipal
purposes such as for the extension of needed police regulation and are valuable by reason of their
adaptability for prospective municipal uses.
The Court further finds that the territory sought to be annexed was accurately described in
said petition and that said territory is contiguous to the boundaries of the City of Little Rock,
Arkansas.
The Court further finds that attached to and made a part of said petition is an accurate map
of the territory sought to be annexed to the City of Little Rock.
The Court further finds that the prayer of the petition is right and proper.
Therefore, the Court hereby ORDERS, JUDGES and DECREES that the following
described territory, including all adjoining, abutting and/or transversing roads and public rights of
way, be and the same is hereby annexed to and made a part of the City of Little Rock, Arkansas,
to -wit:
NORTH TRACT —Tract of land located in the NW1/4 SE1/4, Section 21, T 1-N,
R-11-W, Pulaski County, Arkansas, being more particularly described as follows:
Commencing at the NE corner of said Section 21; thence along the North line of
said Section 21, N 88°47'31 "W, 1312.38 feet to the Northwest corner of the NE 1/4
NE1/4 of said Section 21; thence S 0° 33' 10"W, 1319.54 feet along the East line
of W1/2 NE1/4 of Section 21; thence continuing along said East line S O1°26'07"
W, 1321.64 feet to Southwest Corner of said SE1/4 NE1/4 of said Section 21, said
point also being the point of beginning; thence S 01°22'09" W, along said East line
(also being the centerline of Thibault Road), 364.4 feet; thence N 88°48' 11" W,
1316.67 feet; Thence N 01 °45' 15" E, 364.4 feet; thence S 88°48' 13" E, 1314.22
feet (measured, deeded 1314.46 feet) to the point of beginning, containing 11.00
acres, more or less. Subject to the right of way of Thibault Road.
SOUTH TRACT — Tract of land located in the NWI/4 SEIA, Section 21, T 1-N,
R-11-W, Pulaski County, Arkansas being more particularly described as follows:
Commencing at the NE corner of said Section 21; thence along the North line of
said Section 21, N 88°47'31" W, 1312.38 feet to the Northwest corner of the NEIA
NEIA of said Section 21; thence S 0°33' 10" W, 1319.54 feet along the East line of
W1/2 NEIA of said Section 21; thence continuing along said East line S 01°26'07"
W, 1321.64 feet to Southwest corner of said SE1/4NE1/4 of said Section 21; thence
S 01°22'09" W, along said East line (also being the centerline of Thibault Road),
364.4 feet to the point of beginning; thence continue S O1°22'09" W, along said
east line and centerline, 403.3 feet, thence N 88°58' 13" W, 1319.43 feet (measured,
deeded N 88°48' 13" W, 1314.54 feet); thence N 01145' 15" E, 407.17 feet; thence
S 88048' 11" E, 1316.67 feet to the point of beginning, containing 12.26 acres, more
or less. Subject to the right of way of Thibault Road and Zeuber Road.
All tracts are subject to the rules and regulations of both the City of Little rock
Planning and Zoning and Pulaski County Planning. Survey makes o statement
concerning the flood status of property. Survey based on surveys by Alan Curry
(ARLS #3) and Paul White (APLS #1281).

County, Arkansas being more particularly described as follows:
Commencing at the SW corner of said SE corner of said SE'/4, of Section 21; thence
N O1°28'30" E a distance of 1896.06 feet to the point of beginning; Thence N
01°27'28" E a distance of 0.64 feet; thence along a curve to the left having a radius
of 766.00 feet, and a chord bearing and distance of S 88°07'34" E, 38.41 feet;
thence S 89°33'46" W a distance of 12.82 feet; thence along a curve to the right
having a radius of 834.00 feet, and a chord bearing and distance of S 86041'35" E,
83.50 feet; thence S 83°49'25" E a distance of 213.41 feet; thence N 88°48' 15"
W a distance of 103.76 feet; thence N 83°23'41" W a distance of 70.64 feet; thence
N 83°59'21" W a distance of 173.81 feet to the point of beginning, containing
2153.12 sq. ft., more or less.
AND
Part of the SE 1/4 of Section 21, T 1-N, R-11-W, Pulaski County, Arkansas being
more particularly described as follows:
Commencing at the SW corner of said SE 1/4 , of Section 21; thence N O1°58'51"
E a distance of 1874.81 feet; thence S 88'48' 15" E a distance of 1269.03 feet to the
Point of Beginning; thence N 05°10'36" E a distance of 1.42 feet; thence N
04'11'44" E a distance of 156.74 feet; thence N 01°47'47" E a distance of245.41
feet; thence S 88°44' 14" E a distance of 11.31 feet; thence S 02°24'00" W a
distance of 294.96 feet; thence along a curve to the right having a radius of 1369.49
feet, and a chord bearing and distance of S 05°00'24" W, 108.95 feet; thence N
88°48' 15" W a distance of 8.75 feet to the point of beginning, containing 4039.82
sq. ft., more or less.
The Court further orders that the original papers in the cause be delivered to the Clerk of
Pulaski County, Arkansas, same to be properly recorded upon the records of Pulaski County,
Arkansas, and the Clerk, after properly recording and filing the original papers, prepare transcripts
of same; that one of the certified transcripts be delivered to the City of Little Rock, Arkansas, one
copy to the Secretary of State and one copy to the Director of the Tax Division of the Arkansas
Public Service Commission.
