3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE SELECTION AND TO AUTHORIZE THE CITY
5 MANAGER TO EXECUTE A CONTRACT WITH NLB SERVICES, IN AN
6 AMOUNT NOT TO EXCEED THREE HUNDRED SEVENTY-EIGHT
7 THOUSAND DOLLARS ($378,000.00), FOR COMPUTER CAREER
8 PATHWAYS COURSES, AS ENDORSED BY THE ARKANSAS
9 DIVISION OF WORKFORCE SERVICES THROUGH THE ARKANSAS
10 DEVELOPMENT CORPORATION, AND FOR OTHER PURPOSES.

12 WHEREAS, the Arkansas Division of Workforce Services, through the Arkansas Human
13 Development Corporation, will provide Temporary Assistance for Needy Families (TANF) Sub-Grant
14 Federal Funds in to provide Youth Development Services in the Delta Region of Arkansas and in areas
15 where the targeted youth face similar barriers as those in the Delta; and,
16 WHEREAS, funding for this program is contingent on the partnership with NLB Services, who will
17 provide Digital Literacy and IT Fundamentals Courses to residents who reside in high-poverty areas of
18 Little Rock,and declare it impractical and unfeasible to bid.
19 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The Board of Directors waives the requirement of a competitive selection process for the
22 Computer Career Pathways Courses contract partnered with the NLB Services due to its being impractical
23 and unfeasible to bid under the present circumstances.
24 Section 2. The City Manager is authorized to enter into a Contract with the NLB Services, in an
25 amount not to Three Hundred Seventy-Eight Thousand Dollars($378,000.00), for the expressed purpose
26 of providing Digital Literacy and IT Fundamentals Courses for Youth Development Services to residents
27 who reside in high-poverty areas of Little Rock
28 Section 3. Funds for these programs are available from a Grant Account No. 270159- G15P221-
29 63390.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
34 resolution.

1 Section 5. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
2 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
