We purchased the property in February 2021. It had most recently been used as an office building. The previous owner had achieved that use by cutting door way openings in between every existing wall in the building. Previous to this use, it was a triplex unit. Those new doorway openings were not supported (no headers) and no new framing had been put in place. Our intent was to convert it back to a triplex unit. We realized very quickly that significant framing repairs would be necessary. We started some interior demolition to see what other issues we may run into. We found that the property has undergone many additions, a fire in one section, and several areas of, as best - described, patchwork. Decades of poor workmanship, significant alterations, etc have left us with a structure that seems to be well past rehabilitation. The exterior wood siding is simply nailed to the 2x4 framing sections without any sheathing or additional support or x-braces. All of the exterior wood siding has to be replaced and we've received several opinions that the home will likely fold once the siding is removed. The foundation piers all need to be rebuilt which will require the existing home to be lifted — and it is the opinion of the foundation company that the house will likely fold when that happens due to the lack of structural supports. Most prefer not to touch the home in its present condition due to the lack of stability. The home, though located in the Historic District, is non-contributing and has no historical significance. In its present condition, it will no doubt continue to attract homeless individuals — it was a constant battle this past winter — and poses a safety concern for those individuals as well as the homes directly adjacent should a fire occur. Our hope would be to receive approval to demolish the property and then resubmit new plans for a structure that fits the landscape of the neighborhood (of which, initial plans have been drawn and discussed with the pre -approval committee and match closely the existing footprint). We have included opinions from local professionals familiar with the project. After completing a design concept for renovation that we believe is a compatible and pleasing architectural addition to the neighborhood, I would like to offer the following perspective, per your request. Having spent quite a bit of time on the site, it is my opinion that the resources and effort required to renovate the existing structure may exceed the value of the investment to demolish and reconstruct the structure using the same design and footprint of the proposed renovation. This is primarily due to the condition of the existing exterior wall framing and roof framing, of which an estimated 50% or more would require complete replacement and/or stabilization. In addition, the condition of the existing siding, which is mismatched, and in poor condition, will also require significant cost and effort to repair and replace. This, combined with the structure's lack of historic significance or distinguishing architectural features leads me to conclude that demolition is an appropriate solution. The entire framing structure including the existing roof have to be replaced. Due to the safety concerns that the home presents, this would have to be done in phases around the home. Obviously the walls should be erected before the roof is placed, but with the existing roof in place we will have to temporarily support each section. There is a large section of the existing roof that is flat and would need to be re -pitched; there are no current structure support beams in place, all floor joists (and foundation) need to be replaced as the vast majority of what is existing is scabbed. The entire exterior wall siding will have to be replaced as well due to excessive rot. There is no cross - framing on the home. And it seems likely that the home is being supported somewhat by the exterior siding. Once this siding is removed, it is likely that the entire roof structure will collapse. Excessive interior supports would have to be put into place to prevent this from happening, which will likely prove to be cost -prohibitive. The cost of replacing and repairing what is there would be 3-4x what a new construction would cost due to the time and effort involved. My opinion would be that the home is far past the point of rehabilitation and should be demolished.
