HomeMy WebLinkAbout15713 1 RESOLUTION NO. 15,713 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO SUBMIT 4 THE APPROVED 2022 ANNUAL ACTION PLAN FOR CDBG, HOME 5 AND HOPWA ENTITLEMENT FUNDS TO THE U.S. DEPARTMENT OF 6 HOUSING & URBAN DEVELOPMENT AND TO EXECUTE THE 7 AGRFEEMENTS WITH THE APPROVED APPLICANTS; AND FOR 8 OTHER PURPOSES. 9 10 WHEREAS, the City has access to Community Development Block Grant (CDBG), HOME and 11 HOPWA Funds on an annual basis; and, 12 WHEREAS, the use of these monies mandates that an action plan be submitted to the U.S. 13 Department of Housing&Urban Development by November 15, for the Program Year beginning January 14 1, 2022, in accordance with Title I of the Cranston-Gonzalez National Affordable Housing Act of 1990; 15 however, HUD is allowing grantees to submit to the HUD Field Offices after November 15, 2021, until 16 final grant amounts are determined; and, 17 WHEREAS,the U.S. Department of Housing and Urban Development Entitlement Funds along with 18 the projected program income for the 2022 Program year was approved by Little Rock, Ark. Resolution 19 No. 15,703 (June 7, 2022);and, 20 WHEREAS, after extensive public discussion and citizen participation, including neighborhood 21 meetings, and a public hearing,a plan has been developed for submission. 22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 23 OF LITTLE ROCK,ARKANSAS: 24 Section 1. The City Manager is authorized to submit the 2022 Annual Action Plan for CDBG, 25 HOME and HOPWA Entitlement Funds to the U.S. Department of Housing & Urban Development, by 26 November 15, 2021, in accordance with the provisions of the Cranston-Gonzalez National Affordable 27 Housing Act of 1990. 28 Section 2. The projected uses of these funds were approved by adoption of Little Rock, Ark. 29 Resolution No. 15,703 (June 7, 2022). 30 Section 3. The Board of Directors authorizes the City Manager to enter into Agreements for 31 Community Development Block Grant (CDBG) Funding with the identified organizations in Resolution 32 15,703. 33 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 34 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or [Page 1 of 2[ 1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 3 resolution. 4 Section 5. Repealer.
