Home My WebLink About22169 1 ORDINANCE NO. 22,169 2 3 A ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ISSUE A SOLE- 5 SOURCE PURCHASE ORDER TO FORGE INSTITUTE,IN AN AMOUNT 6 NOT TO EXCEED ONE HUNDRED THIRTY-NINE THOUSAND, FIVE 7 HUNDRED DOLLARS ($139,500.00); FOR THE PURCHASE ONE (1) 8 CYBER SECURITY STRIKE TEAM TRAINING COURSE FOR USE BY 9 THE INFORMATION TECHNOLOGY DEPARTMENT; AND FOR 10 OTHER PURPOSES. 11 12 WHEREAS, there is a need to purchase one (1) Cyber Security Strike Team Training Course to be 13 used by the City's Information Technology Department and other Information Technology Staff from 14 County and City Information Technology Departments;and, 15 WHEREAS, since September 11, 2001, the City has become eligible for several Emergency Service 16 Equipment Grants; and, 17 WHEREAS, Forge Institute is the sole supplier of the Cyber Security Strike Team Training Course 18 which meets Departmental specifications; and, 19 WHEREAS,the total cost of the training course is One Hundred Thirty-Nine Thousand,Five Hundred 20 Dollars($139,500.00);and, 21 WHEREAS, 100% of the funding shall be provided through the State Homeland Security Grant 22 Program with no fiscal impact on the City of Little Rock. 23 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK,ARKANSAS: 25 Section 1. The Board of Directors hereby authorizes the City Manager to purchase one (1) Cyber 26 Security Strike Team Training Course to be used by the City's Information Technology Department and 27 other Information Technology Staff from County and City Information Technology Departments. 28 Section 2. Funds for the One Hundred Thirty-Nine Thousand, Five Hundred Dollars ($139,500.00) 29 purchase are available through the State Homeland Security Grant Program, and are to be paid from 30 Account No.270519 G30P211. 31 Section 3. Because Forge Institute is the only authorized distributor of this instruction course in the 32 area,the Board of Directors declares it is impractical and unfeasible to submit this purchase to competitive 33 bids. In the event any title, section, paragraph, item, sentence, clause, phrase, or 2 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 3 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 5 ordinance. 6 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with 7 the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 8 PASSED: September 6,2022 9 ATT;0.
