HomeMy WebLinkAbout22167 1 ORDINANCE NO. 22,167 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO EXECUTE A 5 SOLE-SOURCE AGREEMENT WITH WORLD SERVICES FOR THE 6 BLIND, INC., IN AN AMOUNT NOT TO EXCEED ONE HUNDRED 7 THOUSAND DOLLARS ($100,000.00), TO PROMOTE LONG-TERM 8 HOUSING SECURITY FOR PERSONS WITH INTELLECTUAL AND 9 DEVELOPMENTAL DISABILITIES, AS WELL AS BLINDNESS., FOR A 10 ONE (1)-YEAR TERM; AND FOR OTHER PURPOSES. 11 12 WHEREAS, in Little Rock, Ark., Resolution No. 15,676 (May 3, 2020), the City of Little Rock 13 Board of Directors stated the intended uses of a portion of the first tranche allotment of Local Fiscal 14 Recovery Funds through the American Rescue Plan Act ("ARPA") to the City of Little Rock, Arkansas 15 ("City");and. 16 WHEREAS,Resolution No. 15,676 expressed the Board of Directors' intent to expend these ARPA 17 Funds to address needs in categories including Public Health Measures to Respond to the COVID-19 18 Pandemic and means to address Negative Economic Impacts of COVID-19;and, 19 WHEREAS, Resolution No. 15,676 authorized the City to dedicate One Hundred Thousand Dollars 20 ($100,000.00) to investments to promote long-term housing security by addressing affordable housing 21 and homelessness including congregate housing to serve persons with intellectual and developmental 22 disabilities,as well as blindness; and, 23 WHEREAS, World Services for the Blind, Inc. is renovating congregate housing for blind persons 24 who have lost their primary caregivers due to the COVID-19 Pandemic; and, 25 WHEREAS, World Services for the Blind, Inc., is the only entity who is able to adequately address 26 the unique housing needs of blind residents. 27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 28 OF LITTLE ROCK,ARKANSAS: 29 Section 1. The Board of Directors declares that it is impractical and unfeasible to submit the building 30 of congregate housing for the blind to a competitive bid process, and, therefore, waives competitive 31 bidding. 32 Section 2.The City Manager is authorized to enter into a contract with World Services for the Blind, 33 Inc., in an amount not to exceed One Hundred Thousand Dollars ($100,000.00) to promote long-term [Page 1 of 21 1 housing security by addressing affordable housing and homelessness including congregate housing to 2 serve persons with intellectual and developmental disabilities,as well as blindness. 3 Section 2. The funds are available from the first tranche of the City's Local Fiscal Recovery Funds 4 through the American Rescue Plan Act. 5 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 6 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 7 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 8 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 9 resolution. 10 Section 4. Repealer.
