3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXECUTE
4 THE LITTLE ROCK POLICE DEPARTMENT EDWARD BYRNE
5 MEMORIAL JUSTICE ASSISTANCE GRANT APPLICATION AND THE
6 MEMORANDUM OF UNDERSTANDING WITH PULASKI COUNTY;
7 AND FOR OTHER PURPOSES.

9 WHEREAS, the Little Rock Police Department (LRPD) received eligibility notification for the
10 Edward Byrne Memorial Justice Assistance Grant Program,Fiscal Year 2022;and,
11 WHEREAS,a public hearing was held on September 6,2022,and LRPD advised the public regarding
12 proposed expenditures from the Edward Byrne Justice Assistance Grant; and,
13 WHEREAS, the municipal allocation of the grant fund is Two Hundred Sixty-One Thousand, Two
14 Hundred Twelve Dollars ($261,212.00), with Pulaski County allocated Thirty-Eight Thousand, Nine
15 Hundred Five Dollars ($38,905.00), for a total grant funding of Three Hundred Thousand, One Hundred
16 Seventeen Dollars($300,117.00); and,
17 WHEREAS,the proposed expenditures of the Edward Byrne Justice Assistance Grant were approved
18 during the September 6, 2022,public hearing:
19 Advanced/Executive Training: $ 15,000.00
20 M-VAC(DNA Collection) 45,409.00
21 Hand-Held Radar Devices 14,685.00
22 Ballistic Vests 36.000.00
23 FARRO Machine(evidence collection) 82,000.00
24 Computer/Laptop equipment 3,178.00
25 Firearms Training Range 30,000.00
26 Municipal Allocation(Total) $261,212.00
27 County Allocation(Total) 38,905.00
28 Joint Allocation $300,117.00
29 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS:
31 Section 1. The Mayor and City Manager are authorized to execute any necessary documents and to
32 take any actions, as approved by the City Attorney, necessary to implement all parts of the Edward Byrne
33 Memorial Justice Assistance Grant awarded to the Little Rock Police Department,including,but not limited
34 to,entering into a Memorandum of Understanding with Pulaski County.

1 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
5 resolution.
6 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
7 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
