HomeMy WebLinkAbout15783 1 RESOLUTION NO. 15,783 2 3 A RESOLUTION TO STATE THE PRIMARY INTENDED USES OF A 4 PORTION OF THE SECOND TRANCHE TO THE CITY OF LITTLE 5 ROCK, ARKANSAS, ALLOTMENT OF LOCAL FISCAL RECOVERY 6 FUNDS THROUGH THE AMERICAN RESCUE PLAN ACT; AND FOR 7 OTHER PURPOSES. 8 9 WHEREAS, the City of Little Rock, Arkansas ("the City"), has received, and has on deposit, 10 approximately $18.8 million in the second tranche the allotment of Local Fiscal Recovery Funds through 11 the American Rescue Plan Act("ARPA"),and the intended uses of these funds should be stated. 12 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 13 OF LITTLE ROCK,ARKANSAS: 14 Section 1. Subject to the provisions of Section 4 below,the Mayor,the City Manager,City Clerk and 15 any City signatories required to do so,are authorized to apply for,obtain,or otherwise assure authorization 16 of the receipt or use of ARPA Funds as set forth in this resolution. 17 Section 2. As set forth more fully below,the Board of Directors("the Board")expresses its intent to 18 expend these funds for eligible, immediate needs within the categories below: 19 (a) Expenditure of Lost Revenue on Governmental Services; 20 (b) Public Health Measures to Respond to the COVID-19 Pandemic; 21 (c) Premium Pay; and, 22 (d) Indirect Costs. 23 Section 3. Expenditure of Lost Revenue on Governmental Services. It is the intent of the Board that 24 funds from the second tranche of the ARPA Funds be prioritized and expended for government services as 25 follows: 26 (a) Fire Facility Improvements: Estimated total of One Million, Five Hundred Thousand 27 Dollars($1,500,000.00). 28 (b) Senior Center: Estimated at Three Million Dollars($3,000,000.00). 29 (c) Parks&Community Centers: Estimated with an express provision of One Million Dollars 30 (1,000,000.00) earmarked for baseball fields at the West Central Community Center for a 31 total of Three Million Dollars(3,000,000.00). 32 (d) Public Works Capital Needs: Estimated at Two Million, Three Hundred Fifty Thousand 33 Dollars($2,350,000.00). [Page 1 of 2] 1 (e) Downtown Master Plan & Capital Needs: Estimated at One Million, Five Hundred 2 Thousand Dollars($1,500,000.00). 3 (f) Real Time Crime Information Center: Estimated at One Million Dollars($1,000,000.00). 4 (g) Food Desert Involvement: One Million Dollars($1,000,000.00)to address the problem of 5 food deserts in the targeted neighborhoods of Wards 1,2, 6 and 7. 6 (h) Total: Thirteen million,Three Hundred Fifty Thousand Dollars($13,350,000.00). 7 Section 4. Review in Ninety (90)-Day of Unallocated ARPA Funds. On December 6, 2022, the 8 Board of Directors will consider the approximately Five Million, Five Hundred Thousand Dollars 9 ($5,500,000.00) of unallocated ARPA Funds which is the first regular meeting ninety (900 day after the 10 passage of this ordinance.. 11 Section 5. Compliance with the American Rescue Plan Act. The City will ensure compliance with 12 prevailing Federal Law, regulations,and guidance, at the time the funds are committed to expenditures. 13 Section 6. Nothing in this resolution shall be construed as constituting an employment contract or as 14 altering, modifying or affecting the "at-will" employment relationship between the City and any relevant 15 City employee. 16 Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 17 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 18 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 19 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 20 resolution. 21 Section 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with 22 the provisions of this resolution are hereby repealed to the extent of such inconsistency. 23 ADOPTED: September 6,2022 24 ,n.
