3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH CIGNA INSURANCE FOR THE CITY'S 2023
5 GROUP HEALTH PLAN; AND FOR OTHER PURPOSES.

7 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, decided in 2017 that the
8 Insurance Broker selected through the professional service process would have the ability to conduct any
9 competitive selection process for the City of Little Rock's ("City") insurance needs in Little Rock, Ark.,
10 Ordinance No.21,442(July 5, 2017); and,
11 WHEREAS,a Request for Proposal was issued for Group Health Sand Cigna Insurance provided the
12 most attractive quote for the period of January 1,2023,to December 31,2023; and,
13 WHEREAS, a resolution to authorize the City Manager to enter into an agreement with Cigna
14 Insurance for Group Health Insurance for the period of January 1, 2023, to December 31, 2023, for an
15 amount not to exceed Seventeen Million Dollars ($17,000,000.00) for the Basic Plan, with shared cost of
16 the dependent coverage with the employee, and to have available for employees two (2) Buy-up Plans for
17 additional coverage;and,
18 WHEREAS, the contract term is for one (1)-year (2023), with an option to extend six(6) additional
19 one(1)-year terms.
20 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The City Manager is authorized to enter into an agreement with Cigna Insurance for the
23 initial period of January 1,202,3 to December 31,2023,with an option to extend six(6)additional one(1)-
24 year terms,in an amount not to exceed Seventeen Million Dollars($17,000,000.00)for the Basic Plan,with
25 shared cost of the dependent coverage with the employee, and to provide two(2) Buy-up Plan options for
26 employees for additional coverage,at the employee's expense.
27 Section 2. Funds for the Health Insurance Program extension shall be available from a line item for
28 Group Health Care Insurance in the 2023 Budget.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
33 ordinance.
34 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with

1 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
