3 A RESOLUTION TO SET SEPTEMBER 20, 2022, AS THE DATE FOR A
4 PUBLIC HEARING TO FORM AND LAY OFF LITTLE ROCK
5 MUNICIPAL PROPERTY OWNERS IMPROVEMENT DISTRICT NO.
6 2022-003; (CRYSTAL VALLEY TRAILS SUBDIVISION); AND FOR
7 OTHER PURPOSES.

9 WHEREAS,the City Clerk has been provided a petition executed by the owners of a majority in value
10 of the relevant property to form and lay off Little Rock Municipal Property Owners Improvement District
11 No. 2022-003 (Crystal Valley Trails Subdivision); and,
12 WHEREAS, the property associated with Little Rock Municipal Property Owners Improvement
13 District No. 2022-003 (Crystal Valley Trails Subdivision) is more completely described as follows:
14 PART OF THE SOUTHWEST QUARTER OF SECTION 29 AND THE SOUTHEAST
15 QUARTER AND THE NORTHEAST QUARTER OF SECTION 30, TOWNSHIP 1
16 NORTH, RANGE 13 WEST, IN PULASKI COUNTY, ARKANSAS, BEING MORE
17 PARTICULARLY DESCRIBED AS FOLLOWS: COMMENCING AT A POINT
18 LOCATED AT THE SOUTHEAST CORNER OF SECTION 30, T-1-N,R-13-W, SAID
19 POINT ALSO BEING THE POINT OF BEGINNING; THENCE N88°42'40"W ALONG
20 THE SOUTH LINE OF SAID SECTION 30, A DISTANCE OF 1313.34' TO THE
21 SOUTHWEST CORNER OF THE SE1/4 SE1/4 OF SAID SECTION 30; THENCE
22 ALONG THE WEST LINE OF THE EAST HALF OF THE EAST HALF OF SECTION
23 30 THE FOLLOWING: 1) N01°52'36"E-1570.32'; AND 2) NO2°14'24"E-2391.41' TO
24 THE NORTHWEST CORNER OF THE SE 1/4 NE 1/4 OF SECTION 30; THENCE
25 S87°49'07"E ALONG THE NORTH LINE OF SAID SE1/4 NE1/4, A DISTANCE OF
26 1292.90' TO THE NORTHEAST CORNER OF THE SE1/4 NE1/4 OF SECTION 30;
27 THENCE S01°27'44"W, ALONG THE EAST LINE OF SAID SE1/4 NE1/4, A

32 NW1/4 SW1/4, A DISTANCE OF 655.71'; THENCE LEAVING SAID EAST LINE
33 N87°02'51"W-658.22; THENCE S02°00'05"W-1981.79' TO A POINT LOCATED ON
34 THE SOUTH LINE OF THE SW 1/4 SW 1/4 OF SECTION 29; THENCE ALONG SAID

2 CONTAINING 168.8946 ACRES, MORE OR LESS.
3 WHEREAS,before such action can be taken it is necessary to have a public hearing before the Little
4 Rock Board of Directors.
5 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
6 OF LITTLE ROCK,ARKANSAS:
7 Section 1. A public hearing on the question of whether to form and lay off Little Rock Municipal
8 Property Owners Improvement District No. 2022-003 (Crystal Valley Trails Subdivision) shall be held at
9 a meeting of the Board of Directors of the City of Little Rock in the Centre at University Park, 6401 West
10 12th Street,Little Rock,Arkansas at 6:00 PM on September 20,2022.
11 Section 2.The City Clerk is hereby directed to give notice of such hearing in the manner prescribed by
12 Arkansas State Law by publication once a week for two (2)consecutive weeks in a newspaper published
13 in Pulaski County,Arkansas, and having a general circulation in the City of Little Rock,Arkansas.
14 Section 3. All persons who request further information about this proposed Improvement District may
15 view the documents on file with the City Clerk, 2"d Floor, City Hall, 500 West Markham, Little Rock,
16 Arkansas;or,to contact counsel for the proposed District:Peter G.Kumpe,Rose Law Firm, 120 East Fourth

18 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
19 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
20 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
21 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
22 resolution.
23 Section 5. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
24 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
