3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH WITTENBERG DELONY & DAVIDSON
5 ARCHITECTS, INC., IN AN AMOUNT NOT TO EXCEED EIGHTY-TWO
6 THOUSAND, SIX HUNDRED THIRTY-SEVEN AND 50/100 DOLLARS
7 ($82,637.50.), TO PROVIDE ARCHITECTURAL AND ENGINEERING
8 DESIGN SERVICES FOR THE EXPANSION AND RENOVATION OF
9 THE LITTLE ROCK ANIMAL VILLAGE FACILITY; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, the Little Rock Animal Village Facility is in need of expansion and renovation in order
13 to allow additional intake of animals into the facility, including new kennels;and,
14 WHEREAS, on December 11, 2020, the City issued Request for Statements of Qualifications, Bid
15 No. 1062, which created a qualified vendor list of firms capable of providing Architectural and
16 Engineering Design Services for the City of Little Rock;and,
17 WHEREAS, pursuant to this Statements of Qualifications process, a Selection Committee
18 determined that Wittenberg Delony & Davidson Architects, Inc., was the most qualified firm on the
19 vendor list to provide Architectural and Engineering Design Services to the City for the expansion and
20 renovation of the Little Rock Animal Village Facility; and,
21 WHEREAS,after the selection of this firm,the City has been able to negotiate an acceptable contract
22 to provide these services as required by Arkansas State Statute.
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to enter into an agreement with Wittenberg Delony &
26 Davidson Architects, Inc., in an amount not to exceed Eighty-Two Thousand, Six Hundred Thirty-Seven
27 and 50/100 Dollars ($82,637.50)to provide Architectural and Engineering Design Services to the City of
28 Little Rock for the expansion and renovation of the Little Rock Animal Village Facility located at 4500
29 Kramer Street in Little Rock,Arkansas.
30 Section 2. Funds for this agreement will come from the 3/8-Cent Capital Improvements Sales Tax,
31 Account No.TS35A06(Animal Village Expansion).
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-

1 dication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
5 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
