3 A RESOLUTION TO ADD THE RIVER MARKET BUILDING AND
4 PAVILLIONS TO THE 2020 PARKS AND RECREATION MASTER PLAN;
5 AND FOR OTHER PURPOSES.

7 WHEREAS, until the adoption of Little Rock, Ark., Resolution No. 15,189 (March 17, 2020), the
8 building commonly referred to as the River Market Building, and the adjacent pavilions, were a part of a
9 Master Plan for City of Little Rock,Arkansas("the City"),Parks and Recreation Facilities; and,
10 WHEREAS; it is desirable for the City to once again include these facilities within the Little Rock
11 Parks and Recreation 2020 Master Plan("the 2020 Parks Master Plan");and,
12 WHEREAS, amendments to the 2020 Parks Master Plan may be amended by resolution of the Little
13 Rock Board of Directors as set forth in Little Rock,Ark.,Ordinance No. 21,957, §6(February 2,2021).
14 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS:
16 Section 1. The River Market Building and the adjoining pavilions are hereby designated as park
17 property,and are included as such in the 2020 Parks Master Plan.
18 Section 2. Exhibit A to this resolution provides an aerial view of the property to be included which is
19 basically referred to as the southern one-half of Block 1 of Pope's Addition to the City of Little Rock,
20 Arkansas.
21 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
22 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
23 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
24 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
25 resolution.
26 Section 4. Repealed All laws, ordinances, or resolutions, or parts of the same that are inconsistent
27 with the provisions of this resolution,including but not limited to Little Rock,Ark.,Resolution No. 15,189
28 (March 17,2020),are hereby repealed to the extent of such inconsistency.
