3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH THE LITTLE ROCK SCHOOL DISTRICT,IN
5 AN AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND
6 DOLLARS ($150,000.00), TO IMPLEMENT THE BLUE & YOU
7 FOUNDATION GRANT AWARDED TO THE CITY OF LITTLE ROCK
8 TO SERVE THE STUDENTS AT THE LITTLE ROCK COMMUNITY
9 SCHOOLS AND THEIR FAMILIES; AND FOR OTHER PURPOSES.

11 WHEREAS, the City of Little Rock ("City) was awarded a One Hundred Fifty Thousand Dollar
12 ($150,000.00) Grant from the Blue & You Foundation to provide services to the students of Watson
13 Elementary School and their families for the 2022-2023 school year; and,
14 WHEREAS, the Blue & You Foundation Grant ("Grant") is intended improve the health for
15 Arkansans; and,
16 WHEREAS, five (5) schools: Watson Elementary School; Chicot Elementary School; Stephens
17 Elementary School; Washington Elementary School; Mabelvale Elementary School; and one (1) Middle
18 School, Mabelvale Middle School have been designated Community Schools, based on the Community-
19 School Model; and,
20 WHEREAS, in 2020, the City began a major initiative to implement the Community-School Model,
21 in partnership with the Little Rock School District ("LRSD"), to which the responsibility for delivering
22 high-quality teaching and learning employing a challenging curriculum is the responsibility of LRSD while
23 the City will implement the Community-School Model in support of those core educational endeavors by
24 providing City assets, assisting in the pursuit of philanthropic, business, and non-profit resources, and
25 developing vibrant partnerships; and,
26 WHEREAS, in the course of implementing the Grant, 1)LRSD will hire a full-time licensed Clinical
27 Social Worker who will work with the students of the Watson Elementary School and their families as
28 needed;2)LRSD will hire two(2)part-time Behavioral Health Navigators to serve student families,one of
29 which will target Black families and one of which will target Latinx families; 3) LRSD will receive funds
30 for the expenses for programs for families which are carried out by the Social Worker;and 4)receive funds
31 for Behavioral and Mental Health-Themed Community School Cafes.
32 WHEREAS, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
33 CITY OF NORTH LITTLE ROCK,ARKANSAS:

1 Section 1. The City Manager is authorized enter into a subaward agreement with the Little Rock School
2 District in the amount of One Hundred Fifty Thousand Dollars ($150,000.00) to provide services for the
3 students of Watson Elementary School and their families and to take any other actions needed to effectuate
4 the implementation of the grant.
5 Section 2. Funds for the payment of this sub award are available in Account No. 270159-G15212F-
6 63391.
7 Section 3.The City Manager is authorized enter into a Memorandum of Understanding with the Little
8 Rock School District to provide one(1) Social Worker for this project.
9 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
10 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
11 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
12 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
13 resolution.
14 Section 5. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
15 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
