3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH PULASKI COUNTY COMMUNITY
5 SERVICES, IN AN AMOUNT NOT TO EXCEED FOUR HUNDRED
6 TWENTY-TWO THOUSAND, ONE HUNDRED FOURTEEN AND 99/100
7 DOLLARS ($422,114.99), FOR HOUSING OPPORTUNITIES FOR
8 PERSONS WITH AIDS (HOPWA), FOR A ONE (1)-YEAR TERM; AND
9 FOR OTHER PURPOSES.

11 WHEREAS,the City of Little Rock, Arkansas, receives an annual allocation of Housing Opportunity
12 for Persons with AIDS (HOPWA) Funds from the U.S. Department of Housing & Urban Development
13 (HUD);and,
14 WHEREAS, the City of Little Rock is designated by HUD as an entitlement jurisdiction to
15 administer the HOPWA Program for a six(6)-County area including: Pulaski; Faulkner; Saline; Lonoke;
16 Perry;and Grant Counties;and,
17 WHEREAS, funding through the HOPWA Program was designated for housing assistance and
18 appropriate supportive services for low-income persons HIV positive;and,
19 WHEREAS,on May 20,2022,the City issued a Request for Qualifications, Bid No. 1706,to procure
20 a service provider of the HOPWA Assistance; and,
21 WHEREAS, on June 27, 2022, Pulaski County Community Services was selected by the Selection
22 Committee to provide HOPWA Services for a period of one (1)-year, with the City's option to renew the
23 term two(2)times in one(1)-year increments for Pulaski County; and,
24 WHEREAS, Pulaski County Community Services will provide Tenant-Based Rental Assistance;
25 Short-Term Rent, Mortgage, and Utility Assistance; Permanent Housing Placement Services; and
26 Supportive Services in Pulaski County in the amount of Four Hundred Twenty-Two Thousand, One
27 Hundred Fourteen and 99/100 Dollars($422,114.99);and,
28 WHEREAS, pursuant to this approval, the City shall enter into a contract with the Pulaski County
29 Community Services to provide HOPWA Services for a one (1)-year term, with the City's option to
30 renew the term of the contracts for two(2)additional one(1)-year terms; and,
31 WHEREAS, the contract is consistent with the City's adopted Citizen Participation Plan and the
32 Consolidated Planning Committee and the recommended sources and uses of the City's 2021-2022 HUD
33 Entitlement Funds.

1 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1. The Board of Directors hereby approves funding to the Pulaski County Community
4 Services in the amount of Four Hundred Twenty-Two Thousand, One Hundred Fourteen and 99/100
5 Dollars($422,114.99)for one(1)-year term, with the City's option to renew the term two(2)times in one
6 (1)-year increments.
7 Section 2. The recommended sources for funding and uses are from the City's 2021-2022 HUD
8 Entitlement Funds.
9 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
10 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
11 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
12 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
13 resolution.
14 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
15 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
