3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH THE ARKANSAS REGIONAL
5 COMMISSION, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
6 SEVENTEEN THOUSAND, ONE HUNDRED TWENTY-FIVE DOLLARS
7 ($117,125.00), FOR HOUSING OPPORTUNITIES FOR PERSONS WITH
8 AIDS (HOPWA), FOR A ONE (1)-YEAR TERM; AND FOR OTHER
9 PURPOSES.

11 WHEREAS,the City of Little Rock, Arkansas, receives an annual allocation of HOPWA Funds from
12 the U.S. Department of Housing&Urban Development;and,
13 WHEREAS, the City of Little Rock is designated by HUD as an entitlement jurisdiction to
14 administer the HOPWA Program for a six(6)-County area including: Pulaski; Faulkner; Saline; Lonoke;
15 Perry; d Grant Counties;and,
16 W EREAS, funding through the HOPWA Program was designated for Housing Assistance and
17 appropriate supportive services for low-income persons HIV positive; and,
18 WHEREAS, the City issued a Request for Qualifications dated May 20, 2022, to procure a service
19 provider of the HOPWA Assistance; and,
20 WHEREAS, on June 27, 2022, the Arkansas Regional Commission was selected by the Selection
21 Committee to provide Housing Opportunities for Persons With AIDS (HOPWA) services for a one (1)-
22 year term, with the City's option to renew the term two (2)times in one(1)-year increments for Faulkner
23 Coun for a total cost not to exceed One Hundred Seventeen Thousand, One Hundred Twenty-Five
24 Dollar ($117,125.00);and,
25 REAS, the Arkansas Regional Commission will provide Tenant-Based Rental Assistance,
26 Short-Term Rent, Mortgage and Utilities Assistance, Permanent Housing Placement Services, and
27 Supportive Services in Faulkner County; and,
28 WHEREAS, on February 16, 2016, the City of Little Rock Board of Directors adopted Resolution
29 No. 14,285 and approved funding to the Arkansas AIDS Foundation and to the Northeast Arkansas
30 Regional AIDS Network for the provision of said HOPWA services over a one (1)-year period, with the
31 City's option to renew the term of the contracts (2) times in one (1)-year increments, with the right to
32 terminate the contracts upon completion of the Federally-Funded Housing Programs; and,

1 WHEREAS, on March 21, 2017, the City of Little Rock Board of Directors adopted Resolution No.
2 14,518 and approved funding to the Arkansas AIDS Foundation and to the Northeast Arkansas Regional
3 AIDS Network for the provision of said HOPWA services over a one (1)-year period, with the City's
4 option to renew the term of the contracts for one (1) additional one (1)-year term, with the right to
5 terminate the contracts upon completion of the Federally-Funded Housing Programs; and,
6 WHEREAS, on December 19, 2017, the City of Little Rock Board of Directors adopted Resolution
7 No. 14,691 and approved funding to the Arkansas AIDS Foundation and to the Northeast Arkansas
8 Regional AIDS Network for the provision of said HOPWA services over a one (1)-year period, with the
9 City's option to renew the term of the contracts for two (2)additional one (1)-year term, with the right to
10 terminate the contracts upon completion of the Federally-Funded Housing Programs; and,
11 WHEREAS, on April 2, 2019, the City of Little Rock Board of Directors adopted Resolution No.
12 14,964 and approved funding to the Arkansas AIDS Foundation and to the Northeast Arkansas Regional
13 AIDS 1` etwork for the provision of said HOPWA services over a one (1)-year period, with the City's
14 option o renew the term of the contracts for two (2) additional one (1)-year term, with the right to
15 terminate the contracts upon completion of the Federally-Funded Housing Programs; and,
16 WHEREAS, the City receives an annual allocation of HOPWA Funds from the U.S. Department of
17 Housin & Urban Development (HUD), and contract is consistent with the City's adopted Citizen
18 Partici tion Plan and the Consolidated Planning Committee and the recommended sources and uses of
19 the Ci 's 2021-2022 HUD Entitlement Funds;and,
20 N W,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The Board of Directors hereby approves funding to the Arkansas Regional Commission of
23 One Hdndred Seventeen Thousand, One Hundred Twenty-Five Dollars ($117,125.00) for a one (1)-year
24 term, s'ith an option to renew the term two (2) times in one (1)-year increments, with the right to
25 termin a the agreement upon completion of the Federally-Funded Housing Programs.
26 S tion 2. The recommended sources for funding and uses are from the City's 2021-2022 HUD
27 Entitle ent Funds.
28 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
29 word f this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
30 adjudi tion shall not affect the remaining portions of the resolution which shall remain in full force and
31 effect if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
32 resolut on.
33 Se tion 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
34 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
