3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH JOHNSON, MIRMIRAN & THOMPSON,
5 INC., IN AN AMOUNT NOT TO EXCEED SIXTY-SEVEN THOUSAND,
6 THREE HUNDRED TWELVE AND 93/100 DOLLARS ($67,312.93), TO
7 RESURVEY THE HILLCREST NATIONAL REGISTER HISTORIC
8 DISTRICT; AND FOR OTHER PURPOSES.

10 ' REAS,earlier this year, the City of Little Rock, Arkansas, ("City") was awarded a grant from
11 the Ar sas Historic Preservation Program("AHPP")to resurvey the Hillcrest National Register Historic
12 District, and,
13 REAS,the Board of Directors authorized the Mayor to accept these funds with Resolution No.
14 15,670 May 3,2022);and,
15 WHEREAS,the Hillcrest National Register District was last surveyed in 1990 and amended in 1992;
16 and,
17 WHEREAS, it is recommended and good practice to resurvey National Register Historic Districts
18 every five(5)years; and,
19 VI EREAS,the City held a Public Bid No. 1728 to obtain competitive bids from qualified entities
20 which coulderform historical surveys; and,

21 WHEREAS, after a competitive bidding process with four(4) bids received, it was determined that
22 Johnson,Mirmiran&Thompson, Inc.,was the lowest responsible bidder; and,
23 WHEREAS, AHPP grant monies will provide Sixty-Four Thousand, Six Hundred Sixty-Five and
24 93/100 Dollars ($64,665.93) and the City will provide Two Thousand, Six Hundred Forty-Seven Dollars
25 ($2,647.00)in matching funds for this project.
26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The City Manager is authorized to enter into an agreement with Johnson, Mirmiran &
29 Thompson,Inc.,to resurvey the Hillcrest National Register Historic District.
30 Section 2. Funds in the amount of Sixty-Four Thousand, Six Hundred Sixty-Five and 93/100 Dollars
31 ($64,665.93)are available through a grant awarded to the City of Little Rock, Arkansas, by the Arkansas
32 Historic Preservation Program.
33 Section 3. The remaining funds for this project in the amount of Two Thousand, Six Hundred Forty-
34 Seven Dollars($2,647.00),shall be available from the Planning&Development Department,Account No.
35 270339-G339221-63390.

1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 5. Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
