April 18, 2022 City of Little Rock Planning and Development Attn: Rommie RE: PCD application for the adaptive reuse of 8500 West Markham Street, Little Rock, AR Dear Sir: Attached is the PCD Application and the supplemental attachments for the adaptive reuse of 8500 West Markham Street, Little Rock, Arkansas. This property is presently zoned 0-3 and is configured with a 3-story masonry and glass office building with space for a drive-in bank branch and open parking for about 151 open parking spaces including ADA parking spaces. The property as presently configured has one pylon sign on Rodney Parham Road and one pylon sign on West Markham Street. The building has sign panels affixed to the top of the existing structure. There is one curb cut onto Rodney Parham Road and two separate curb cuts onto West Markham Street. The present structure was developed sometime in the 70's. This PCD application requests approval to change the use of the existing structure to become an enclosed heated and cooled self -storage facility with an on -site residence that will be located generally in the area that was once the space utilized as a bank branch. The exterior of the present 3-story building will not be structurally changed and the existing parking lots will remain and be used for the parking of personal property. The existing signage will receive new sign faces. Additional landscaping will be added along the West Markham frontage and the parking lot will be fenced and gated along the eastern and southern sides of the parking lot. The boundary lines along the west and north of the property are already fenced with 6' wooden privacy fencing which will not be changed. Electronic access will be installed to control access to the parking areas from the existing interior drive that extends north/south from Markham Street to Rodney Parham Road. The westernmost existing Markham Street access point will be gated but not be equipped for electronic access and that Markham Street access point will be specified for emergency ingress and egress only. The interior of the existing building will receive structural modifications to increase floor loads, improve and update the elevators and install self -storage units with roll up doors. All fire codes will be considered during the conversion. There is no roof work anticipated other than any repairs and maintenance that might be evident. Access to the facility will be through the existing doors under the existing canopy. A separate entry into the proposed residential unit will be added near the primary building access point. P.O.
