Included is the completed application; the notarized affidavit; a letter from the Owner; three (3) copies of the certified land survey; the Bill of Assurance; and eighteen (18) copies of the site plan for the property. Attached to this letter is a descriptive narrative indicating more specific information about the intended use of the property. Kwendeche, FAIR, NOMA cc: Hayes Properties Enterprises, LLC Monday, October 18, 2021 re:1417 South Park Street: PCD Application, page 2 1.0 Current Condition House (approx. 2,063 sq. feet) is currently vacant with fully functional water, power, and HVAC serving three (3) bedrooms (one with full bath; others two (2) with half baths); a Living Room; Dining Room; Kitchen; and Den. 2.0 Site Condition Property fronts Little Rock Central High School and includes a ribbon drive access to the existing rear yard concrete paved parking lot (One, Van -Accessible; and three regular car slots). An existing wheelchair accessible rampway connects the parking lot to the rear door. The applicant is requesting that an access easement between the owner of 1419 South Park (the adjacent property to the south) be enacted within this PCD application given that the south boundary line straddles the existing ribbon drive. The Owner maintains the grounds on a regular basis through an agreement with a local lawn care company. 3.0 Short-term Leasing (ie., airbnb) The Owner shall enact, upon approval of this PCD Application, the services of a local property management company (host) to also manage the process of inspecting the house (before and after guest usage); cleaning the house; stocking the basic amenities for the guests as well as being the local contact for guests on behalf of the Owner. The intent is that only one entity (guest) shall occupy the house - no multiple bookings during the same stay period. The Owner lives out-of- state and shall occupy the house as their residence during visits to Little Rock. No events or airbnb guests shall occur during the Owner's stay. 4.0 Small Events Venue for Local Community The Owner shall enact, upon approval of this PCD Application, the services of an events coordinator as the contact for persons interesting in leasing the use of the house for events (as indicated in the attached letter from the Owner). The Events Coordinator and the Property Management Company shall coordinate the schedule of events against booking requests by potential airbnb guests. No events shall occur during the stay period by airbnb guests.
