Completed? Almost completed? The primary intent of the POD application was to allow the use of 1411 South Park as a gathering place / coffee shop / gift shop and  1417 South Park as a museum / exhibit and meeting venue to also house memorabilia related to the Central High School Crisis as well as a permanent venue for a traveling exhibit about historic black school academies in East Arkansas. The applicant’s mother, Grace Blagdon completed the fitting out of 1417 South Park during 2007 for the intended purpose and I recall that she has shared her historic collection with several groups of people since 2007. 1501 South Park was envisioned as a ‘bed and breakfast’ to accommodate heritage tourists visiting the Central HS historic site.Technical documentation was prepared in 2007 for building permit  purposes for the stated use for each property, however only 1417 South Park was completed.   2.       Are the residences vacant? If so, how long.  1411 and 1501 So. Park has remained vacant since 2007. All of the three (3) have been subject to a summer 2021 existing condition assessment by the National Park Service which identified specific physical requirements which could eventually result in a specific historic designation for each. To my knowledge none of the three have been subject to City of LR Code Enforcement infractions. The owner has continually maintained the grounds and overall building structure in a very good manner since 2007.   3.       If vacant/undeveloped what is the owner’s/applicant’s plans for moving forward to complete the POD? The Owner has already committed funding resources to assure the proper and safe use of 1417 South Park as indicated in the PCD application.
