HomeMy WebLinkAboutpc_11 06 1944 Planning Commission1 MINUTES OF MEETING OF THE CITY PLANNING COMMISSIOTJ HELD MONDAY, NOVEMBER 6, 1944, AT 1:00 OtCLOCK IN THE COMMISSION OFFICES LITTLE ROCK, ARKANSAS The meeting was called to order by Chairman J. N. Heiskell, the following members being present: J. N. Heiskell DeVatt Henderson S. V. Bracy Charles Davis Roy Eumpe Messrs. L. A. Henry and Edward G. Webster were also present. Discussion was initiated regarding a request by Mr. Frank M. Fulk in a letter dated October 16th for a decision on rezoning property at Broadway and Roosevelt Road or Arch Street and Roosevelt Road to permit construction of a Safeway Grooery Store at either location. Members present were unanimous in their agreement that any intensification of property use at either oft these main traffic intersections would add seriously to the present congestion. ter. Webster pointed out that the Cities Service Co. Station on the sough -east corner of larch and Roosevelt is permitted as a non -conforming; use as of the time the zoning ordinance went into effect. Mr. Henry made a suggestion that the Commercial District at 28th and Arch Streets might be equally desirable for such a store because of its location on a mein traffic artery; and this was concurred in by several members. Commercial Districts at Roosevelt and High, 23rd and Arch and at Roosevelt and Main were also mentioned as probable sites. Mr. Heiskell instructed Mr. Webster to report the Commission's decisions and recommendations to Mr. Fulk. -2- Mr. Webster was called on to read a letter• of November 2nd from S. Herbert Hare, City Planner, Kansas City, Mo., relative to a visit from Mr. Hare to discuss matters of revisi6I the zoning ordinance. Mr. Hare tentatively set November 21st as a date for this visit. Mr. Heiskell explained that he would be out of the city oh the 20th and 21st but suggested the meeting be held without him. Mr. Henry and all members present protested, saying that Mr. Heiskell would be the most important one. Mr. Webster was instructed to write a letter inviting Mr. Hare to stay over another day or that he arrange to delay his visit until November 22nd. Mr. Webster then mentioned a telephone conversation. on the previous day with Mr. J. H. Cochran of the H. K. Cochran Co. relative to alleged misuse of the old Blind School property on South Center Street. All members present expressed great interest in the ultimate and appropriate use of this property. Mr. Heiskell stated that the city should make an effort to acquire this property from the state and dedicate it to park purposes. Mr. Henderson agreed that the property would make an ideal park after removal of present structures. Mr. Henry said the state might be willing to deed the property to the city under option and suggested that State Senator Dillon and local state representatives might be willing to champion a bill to that effect in the coming session of the legislature. lie suggested that acquisition of land by the state for a proposed Capitol Grounds extension might be undertaken concurrently. w3- Ear. Henry also stated that certain civic organisations like the Y.S.N.A. might be interested its buying the old Blind School property for use by the city. Mr. Heiskell gave instruotions to Mr. Webster to have Mr. Henry assist -him in arranging a meeting of legislative representatives and city officials with the Planning Commission in the near future. He also instructed Mr. Webster to write Mr. Cochran, inviting him to attend the meeting. :Ir. Heiskell then asked Mr. Webster to react a report of proesedings of the Twanty..first Annual Conference of thy► American Vunloipal Assooiation, attended by Mr. Webster, at the Blackstone Hotel, Chicago, October,25, 26, 271, 1944.
