HomeMy WebLinkAboutpc_10 16 1944 Planning CommissionCOPY MINUTES OF MEETIB G OF THE CITY PLANNING COMMISSION HELD MONDAY, OCTOBER 16, 1944, AT 1:00 O'CLOCK IN THE COMMISSION OFFICES LITTLE ROCK, ARKANSAS The meeting was called to order by Chairman J. N. Heiskell, the following members being present: J. N. Heiskell Charles Davis Fred I. Brown Sam Bracy DeMatt Henderson Roy Kumpe Sidney L. Kahn Messrs. L. A. Henry and Edward G. Webster were also present. An ordinance was presented for reclassification from present "C" Two-family District to that of "I" Light Industrial District, property located at the South-east corner of Chester and North Streets; Q block fronting on North Street between Chester and Ringo; and the South-west corner of Ringo and North Streets, described as Lots 4, 5 and 6, Block 352, Vd. B. Worthen's Subdivision; Lots 1 to 6 inclusive, (N') Block 255; and Lots 1, 2 and 3. Block 297 - all of the Original City of Little Rock, to permit erection of a proposed warehouse, and continuance of present non -conforming industrial uses thereon. After thorough discussion this change was approved. The ordinance also requested reclassification from present "H" Business District to that of "G" Commercial District property located on the half block fronting the East side of Cross Street, between North and Garland Streets, described as Lots 4 to 9 inclusive, Block 297, Original City of Little Rock, to prevent construction thereon of commercial buildings over three stories in height. This change was also approved. Mr. Webster briefly commented on the organization meeting -2- of the Board of Adjustment emphasizing the fact that its power was particularly limited to instances of undue hardship and usage. The Commission was advised that the attorney for Proposed Improvement 'District for Polk between "P" and No.10 requested authority to pave same twenty-four feet wide. IVir. Davis stated that the matter had come before his Council committee who had asked further time to study the matter as he was unalterably opposed to reducing the pavement to less than thirty feet. It has not been before the Council and will not be up for final action until the meeting after the one scheduled for tonight. Engineer -Director Webster read letters from Hare & Hare of Kansas City, Earl 0. Dills and Charles B. Bennett, Director of Planning of the City Planning Commission in Los Angeles. Another communication was read from the Memphis Planning Commission authority expressing his.opinion of the work performed by Bartholomew and Associates. IUfr. Webster stated that he had had personal contact and received letters from Mr. Frank Fulk stating that the latter reported Safeway Stores were endeavoring to secure proper locations. They are now planning for post-war expansion. Their city stores previously located at strategic points have lost their value. Mr. Fulk further stated that invariably upon securing options for property for subsequent Safeway acquisition petitions to the Com- mission for rezoning had beendenied. IVir. Fulk cited 23rd and Arch Streets as a former 100% neighborhood commercial center but now that condition does not obtain. It was intimated that his concern would like to know if the Commission would authorize erection of a -3- store at either Roosevelt Road and Arch or Broadway. It was intimated'thst such petition in proper fora for Roosevelt and Arch might be approved but that it would definitely not be approved at Broadway.
