OCK, ARKA11SAS The meeting was called to order by Chairman J. N. Heiskell, the following members being presents J. N. Heisk&ll Louis Tarlowski Fred I. Brown ;Roy Kumpe Sidney L. Kahn Mr. Edward G. Webster, Engineer -Director, and Mr. L. A. Henry were also present. Mrs. T. E. Nilson, owner of property located at 2815 Broad- way, described as Lot 12, Block 2, C. E.Ferguson Addition, petitioned for reclassification of said property from present "B" Residence District to that of "C" Two-family District, and permit to convert the present house to a two-family dwelling. Petitioner states that no change in the exterior of said house is contemplated, and that she intends to personally occupy one-half of same; also states that several dup.1--,z houses are in immediate vicinity. Mr. Heiskell stated that he was in a quandry as to the difference between two- family residence and a residence occupied by two families without separate utilities and where, say, one family occupied the entire second floor and another family the first, front entrance probably serving both occupants. It was stressed that in ma47 instances homes originally occupied by one family where daughters, or in -taws, subsequently visited, when the Grim Reaper exacted toll one family might occupy one floor and the other the remainder. Messrs. Tarlowski, Henry and Webster collaborated in trying to define _2 the difference. After thorough dis©uesion, upon motion made, seoonded and unanimously adopted, the petition of Mrs. T. E. Wilson was approved as to use, it being understood that no rezoning entered Into the proposition. Julia Daisy Little, non compos mentis, by VT. E. Lenon, Guardian, owner of property located at the Northwest corner of Spruce and "I" Streets, and described as the South 27* feet of Lot S, and all of Lots 6 and 7, Block 61, Pulaski Heigrits Addition,petitimed for reclassification of said property from present "A" One -family District to that of "D" Apartment District, and permit to erect a two- story apartment buildinL. Petitioner states that many two-family and apartment uses have been permitted in this immediate neighborhood, and further that this property abuts a district already zoned for apartment use. A great deal of comment relative to this petition stressed the fact that it was in the immediate vicinity of many apartments. Secretary Sidney L. Kahn called the attention of the Comm16'sion to the precipitious levels of the lots which did not readily lend themselves to home construction. After thorough discussion, the petition was approved. Brand Aker (colored), by Sterling Bolden, owner of property at the South-west corner of Third and Reichardt Streets, described as Lot 6, Block 4, Garland Addition, petitioned for reclassification of said property from present "C" Two-family District to that of "F" Commercial District property, and permit to convert existing wood - frame dwelling into a store for the retail handling of groceries, confectionery and beer. Mr. Fred Brown, whose place of business is, -3- in the immediate vicinity, ventured the opinion that any change fvr the purposes requested could do no damage. Petition approved. Mr. Heiskell read a letter recently received from Mr. Harlan Barlk-.holomow, which is on file with our Consultant En.-.1neer. Mr. Louis Marl ow.-Iki suggested that it might be more prudent if prior to final action with Mr. Bartholomew, Mr. Hills who has recently completed zoninr- for Los J�nGales and Pt.. orth be consulted. Mr. Mills is a former associate of Mr. Bartholomew and has had substantial experience in iirkansas, having been associated with the State Planning Board. While Mr. Heiskell thought it JIfirit- ly more prudent to continue with Mr. Bartholomew who had th-e original zoning, but Mr. Webster was directed to communicate with Mr. Mills, another Planning Engineer in Kansas City and the Secretary of the Memphis Planning Board to ascertain from the latter their satisfaction or dissatisfaction with the recent work executed by Mr. Bartholomew In Memphis. Mr. Tarlowski further stated that he would be in Louis in the im- mediate future on lofl-al business and that he would endeavor to meet Mr. Bartholomew and discuss the matter with him, - probably at ni6ht. Mr. Webster had indicated on his agenda for this mreetj-ng discussion of salary to be paid draft-sman in City Engineer's Office for overtime assistance in preparing necessary maps; by unanimous consent, discussion of the matter was postponed. Discussion on desirability of revision "Land Subdivision Rules" of 1939 was also deferred till a future meeting. There being no further business, the meeting stood adjourned.
