PLANNING COMMISSION HELD MONDAY,
SEPTEMBER 11, 1944, AT 1:00 O'CLOCK
IN THE COMMISSION OFFICES
LITTLE ROCK, ARKANSAS
The meeting was called to order by Chairman J. N. Heiskell,
the following members being present;
J. N. Heiskell Sam Wassell
Louis Tarlowski Sam Bracy
Charlee Davis Sidney L. Kahn
Messrs. Edward G. Webster and Leonard 'White were also present.
J. M. Dill, owner of property at 117 Booker Street described
as Lot 20, Block 19 C. S. Stifft's Addition, petitioned for reclassifica-
tion from the present "B" Residence District to that of "C" Two-family
District property, ant permit to remodel present one -family residen.e
into a duplex. Petitioner states that numerous two-family homes are
now in this district, and that said improvement Is desirable due to
the demand for housing facilities, and for other reasons. After
thorough discussion the Commission agreed to approve the petition of
Mr. Dill provided he does not increase the size of the floor plan of the
house.
Dr. A. T. McMillin, owner of property locatod at 1400-04 Summit
Street, described as Lot 1, Block 20, Centennial Addition to the City
of Little Rook, petitioned for waiver of lot area requirements and yard
space requirements, and for reclasstfication of said property from
present "C" Tito -Family District to "DO Apartment District, and perwi.t
to erect a one -family, one -stony dwelling on rear of said lot.
Petitioner states that he proposers to personally ocoupy said house as
a place of residenoe. It was the unanimous opinion of the Commission

that there was insufficient yard space as required by the Zoning
Ordinance upon which to have three families domiciled. Petition dis-
approved.
Messrs. Edward %. Webster and Sidney L. Mahn reported personal
Inspection of the N.J of the NW Sea. 31, TlXv R12W which Mr. E. B.
Raines vd shes to subdivide an "Alameda Acres". They were accompanied
on their trip of inspection by Mr. Leonard White and the opinion of the
three gentlemen is reflected in a letter from Mr. White which was read
to the Commission. After a thorough discussion of the matter, approval
was voted provided Mr. Raines complies with the several matters set
forth in Mr. Whitefs letter identified by Sections A to E. inclusive.
Messrs. Edward 0. webster and Sidney L. hahn reported personal
inspection of the Ej of IEJ of the 1 , Section 7, TINp R12W and
unusual time was spent in discussing the application of Mr. Buhler.
The property which he proposes to subdivide -was lower than the 12th
Street Pike and the crude drawing submitted by him did not disclose
data and layout for intelligent consideration of the matter. Although,
Mr. Webster, of his own volition, had made a tentative plat infinitely
better than the one -submitted by Mr. Buhler when trouble was foreseen
re reserve for stmtrs in connection with abutting property and a9surAnae
that proper earth ramps would definitely be built by the oviner for
ingress and egress to 12th Street, it was finally decided to advise
Mr. Buhler that his plat wav rejeotod and that he should submit a
revised plat.
Mr. Webster read a letter from City Attorney Cooper Jaooway in
which the latter definitely recited the scope of jurisdictlon of the

Board of Adjustment and' subsequent to the reading of this comunication
and after the motion was made, seconded and unanimously adopted, Mr.
Heiskell was requested and agreed to submit the names of the following
parities to the Mayor for designation as members of said Board of
Adjus tment:
Engineer - Eugene Nelson L.R. Real Estate Board - Warren Baldwin
Architect - Theo ganders Layman . Mrs. Henry Tucker
Member City Planning Commission -Sidney L. Kahn
,'Mr. Louis Tarlowski suggested that Mr. Heiskell call the Mayor's
attention to the fact that the above designees would, according to law,
have to be appointed for staggered terms, namely: one for one year;
two for two years; two for three years.
As per previous instructions, Mr. Debater communicated with
Mr. Harlan Batholomew re revision of the Zoning, Ordinance and likewise
the Zoning; Map, Mr. Webster road a reply from Mr. Bartholomew in which
he said he was quite interested in collaborating in the effort to
bring the map to date but was rather vague ss to what data ohould be
furnisher) by Mr. Webster and also whether we could start the ball
rolling and subsequently submit accumulated data to him with beneficial
results. The gist of his letter was that due to vacation and man -power
deficiency, he could not sand anyone to Little Rock at the present
time but that that would be the hest policy to pursue, i.e., send one
of his associates here for one day to discuss the matter in person.
He indiated that till this was done he could not state the amount of
his fee or the approximate account of his remuneration for tre wo
contemplated. Mr. Heiskell was requested to wire Mr. Bartholomew and
inquire the amount of his charge for sending a colleague here for such

one«day conferenoe. Xt was at first decided to request the City
Council, to take care of this charge in the event funds were not
available without passage of an ordinance, but subsequently it was
dmoided not to broach the matter at all to the Oity Council at its
meeting this date.
Mr. Wassell stated that he had received notice that there would
bpi 4 convention of the American Munloipal Aesooiat3 on in ChicagoOctober 25-26-47. Mr. Webster was r"ue'sted to attend' this meeting
and the sum of $150 was voted toward liquidation of his traveling
expenses.
There being no further business, the meeting iadjourned.
