3 A RESOLUTION TO AUTHORIZE THE CITY MANGER TO ENTER
4 INTO A FOUR (4)-MONTH CONTRACT EXTENSION WITH FIVE (5)
5 ORGANIZATIONS, IN A TOTAL AMOUNT NOT TO EXCEED TWO
6 HUNDRED NINETY-SEVEN THOUSAND, SIX HUNDRED SIXTY-
7 THREE DOLLARS ($297,663.00), TO PROVIDE PREVENTION,
8 INTERVENTION AND TREATMENT FUNDS FOR TWELVE (12)
9 POSITIVE PREVENTION PROGRAMS FOR 2022, AS ENDORSED BY
10 THE COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND
11 FOR OTHER PURPOSES.

13 WHEREAS, as part of the continued efforts to fund special programs with Prevention and
14 Intervention Dollars that will benefit children,youth and families within the City of Little Rock; and,
15 WHEREAS, Positive Prevention Programs are part of the Prevention and Youth Intervention
16 Programs conducted by non-profit and faith-based organizations which may be located anywhere within
17 the City; and,
18 WHEREAS, in January 2022, the Commission on Children, Youth, and Families voted to endorse
19 recommendations for twelve (12) applications meeting the minimum scores for funding consideration for
20 Positive Prevention Programs in Bid No. 1107; and, in March 2022, voted to endorse recommendations
21 for two (2) applications meeting the minimum scores for funding consideration for Positive Prevention
22 Programs in Bid No. 1065;and,
23 WHEREAS, the Little Rock Board of Directors passed Resolution No. 15,390 (February 23, 2021)
24 and Resolution No. 15,640 (March 15, 2022),to approve the award of twelve(12)programs with five (5)
25 non-profit, and faith-based organizations to provide Positive Prevention Programs Afterschool/Out-of-
26 School Time Programs; and,
27 WHEREAS,at their August 2022 meeting, the Commission on Children, Youth and Families voted
28 to endorse a four(4)-month contract extensions with five (5) organizations contingent upon the approval
29 of the Board of Directors; and,
30 WHEREAS, upon the formal adoption of this resolution, contracts will be finalized and executed
31 with the organizations.
32 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
33 OF LITTLE ROCK,ARKANSAS:

1 Section 1. The City Manager is authorized to enter into twelve(12) contract extensions with five(5)
2 organizations to provide Positive Prevention Programs in an amount up to Twenty-Six Thousand, Six
3 Hundred Sixty-Seven Dollars($26,667.00)per program:

5 Section 2. Funds for these programs are available in the 2022 Prevention, Intervention and
6 Treatment(PIT) Special Project Budget Allocation,Account No. 108159-S15C376.
7 Section 3. The term for each contract listed above in this resolution shall be for a period no longer
8 than four(4) months, and will operate between September 1, 2022, through December 31, 2022, with the
9 final report due January 31, 2023, with an understanding that the City ratifies, accepts, and will
10 compensate any work done between September 1, 2022, and the effective date of the approved contract
11 extension.
12 Section 4. All payments are conditioned upon entry into contracts for services that are in a form
13 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to
14 offer similar services to any vendor during 2022 if, in its sole discretion, it decides to do so.
15 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
16 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 7. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
5 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
