Mr. Moore,
Please find attached the cover letter, application, filing fee and PCD for the above referenced project.
The property contains 37.6 acres at the northwest corner of Highway 10 and Pleasant Grove Road.
Nowlin Creek runs along with the north side of the property with views of the Maumelle Pinnacles to the
north. The property currently has a real estate office located on the west side of the property.
The developer is requesting to add a 15,000 sq. ft. event center near the midpoint of the property. The
proposed events will not be ticketed. The facility will be rented out to users for a variety of events
including weddings, receptions, religious meetings, etc. Events will be catered with no kitchen area
proposed. The event center will be located to provide views of the Maumelle Pinnacles from both the
proposed building and the garden areas.
There is currently parking along the south side of the property adjacent to Highway 10 that was
constructed many years ago. After the parking was constructed the Highway 10 Overlay District was
extended west to the ETJ limits. The existing parking area does not meet the 40 ft. landscape buffer
requirement in the overlay. The developer is requesting a variance to allow this parking to remain. The
parking will be shared by the existing office and proposed event center as the facilities will not operate
at the same times.
The property is served by Central Arkansas Water. Sewer is provided by an existing septic system that
will serve both the office and event center. With no kitchen facilities in the office and event centers,
the sewer volumes will be minimal.
