Torrence: Per my conversation with Jamie Collins last week, he state that for staff to support the above referenced application, the applicant would need to provide the right-of-way for a dead-end fire apparatus turnaround on the applicant’s land adjacent to the unabandoned portion of W. 19th St.  The applicant has agreed to provide the right of way shown on the attached drawing, generally described as follows: An easement for a dead-end fire apparatus access road turnaround being twenty (20) feet in width and fifty (50) feet in length, being more particularly described as follows:  Commencing at the southeast corner of Lot 5, Block 5, Blankenship’s Addition to the City of Little Rock, Pulaski County, Arkansas, recorded May 7, 1913 in Plat book 1, Page 21, records of Pulaski County, Arkansas, the proceeding west along the south boundary line of said Lot 5 a distance of sixty (60) feet to a point on the south boundary line of Lot 5 and the point of beginning, then north fifty (50) feet to a point on the north boundary line of Lot 5, then west along the north boundary line of Lot 5 a distance of twenty (20) feet to a point on the north boundary line of Lot 5, then south fifty (50) feet to a point on the south boundary line of Lot 5, then east along the south boundary line of Lot 5 to the point of beginning, containing one thousand (1,000) square feet, more or less. The width of the right-of-way for W. 19th St. is twenty-seven (27) feet.  That should provide a total length of the turnaround of seventy-seven feet, which is in excess of the minimum seventy foot length required by the 2012 Fire Code for an Acceptable Alternative to 120-Foot Hammerhead for a dead-end fire apparatus access road turnaround, as set forth in Section D103.1 (Access Road Width With a Hydrant), Appendix D, 2012 Arkansas Fire Prevention Code Volume 1.  Prior to recording a dedication, applicant will have a revised legal description prepared that include the required 28’ turning radius required by Section D103.1.
