3 A RESOLUTION TO AUTHORIZE THE CITY OF LITTLE ROCK,
4 ARKANSAS, TO CREATE A REAL TIME CRIME CENTER FOR THE
5 LITTLE ROCK POLICE DEPARTMENT AND TO ALLOCATE A
6 FUNDING SOURCE FOR THE CENTER; AND FOR OTHER PURPOSES.

8 WHEREAS, a Real Time Crime Center will effectively manage all timely and relevant information
9 in real time and translate it into critical intelligence for immediate distribution to field personnel or
10 investigations for a more proactive response to support the Little Rock Police Department("LRPD");
11 WHEREAS, a Real Time Crime Center can provide actionable intelligence to support Police
12 Operations in high-crime areas, active crimes in progress, large-scale public events, and those involving
13 habitual offenders and direct personnel to high-crime areas, active crimes in progress, large-scale public
14 events, and habitual offender which will ensure the safety of the citizens and visitors to the City of Little
15 Rock; and,
16 WHEREAS,a Real Time Crime Center can also support public safety and emergency operations,such
17 as flooding, fires,and man-made or natural disasters; and,
18 WHEREAS, the LRPD intends to serve as a model for policing by embracing and perfecting the
19 principles of the 21St Century Policing Pillars; and,
20 WHEREAS, a Real Time Crime Center will enable LRPD to address two (2) of the 21St Century
21 Policing Pillars: (1) Technology and Social Media; and (2) Community Policing and Crime Reduction;
22 and,
23 WHEREAS,the estimated total cost of the project is One Million,Five Hundred Thousand Dollars
24 ($1,500,000.00); and,
25 WHEREAS, LRPD is requesting an initial amount, not to exceed Two Hundred Thousand Dollars
26 ($200,000.00),which will be paid from Seized Funds Account, Account No. 270529-G35148; and,
27 WHEREAS, this initial funding of a Real Time Crime Center will allow LRPD to purchase the
28 technology and services required to equip and operate the Real Time Crime Center and to outfit the
29 designated workspace in the new LRPD Headquarters Building with television screens which are needed
30 to monitor LRPD technology resources in real time on a larger scale.
31 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
32 OF LITTLE ROCK,ARKANSAS:
33 Section 1. The City Manager is authorized to execute any documents necessary and to take any actions
34 necessary in order to create a Real Time Crime Center for the Little Rock Police Department.

1 Section 2. The initial funds for this project are in an amount not to exceed Two Hundred Thousand
2 Dollars($200,000.00)and are available from the Seized Funds Account, Account No. 270529-G35148.
3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 resolution.
8 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
9 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
