3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE SELECTION AND TO AUTHORIZE THE CITY
5 MANAGER TO ENTER INTO A MEMORANDUM OF
6 UNDERSTANDING WITH THE LITTLE ROCK SCHOOL DISTRICT, IN
7 A TOTAL AMOUNT NOT TO EXCEED SEVENTY-FIVE THOUSAND
8 DOLLARS ($75,000.00), FOR A TWO (2)-YEAR PILOT PROGRAM IN
9 ORDER TO EXPAND EAST LAB PROGRAMMING TO MABELVALE
10 ELEMENTARY, STEPHENS ELEMENTARY AND WASHINGTON
11 ELEMENTARY COMMUNITY SCHOOLS, AS ENDORSED BY THE
12 COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND FOR
13 OTHER PURPOSES.

15 WHEREAS, the Little Rock School District ("LRSD") currently has nine (9) EAST Lab
16 Programming Community Schools: Dunbar Middle; JA Fair K — 8; Mabelvale Middle; Pinnacle View
17 Middle; Pulaski Heights Middle; Roberts Elementary; Little Rock Southwest High; Carver Magnet; and
18 Hall High; and,
19 WHEREAS,the City and LRSD desire to informally collaborate and cooperate as part of a two (2)-
20 year pilot program to expand the EAST Lab Programming to three (3) additional Community Schools:
21 Mabelvale Elementary; Stephens Elementary; and Washington Elementary; and,
22 WHEREAS, LRSD will hire an EAST Lab Facilitator for each of the three (3) Community Schools,
23 will provide equipment and computers necessary for the EAST Labs at these campuses and will ensure
24 that the campuses have adequate space necessary for the EAST Labs; and,
25 WHEREAS, funding for this pilot program is contingent upon the aforementioned partnership and
26 therefore it is impractical and unfeasible to bid under the present circumstances;and,
27 WHEREAS,the Commission on Children, Youth and Families met on March 2, 2022, and voted to
28 endorse recommendation for this expenditure; and,
29 WHEREAS, a Memorandum of Understanding will be finalized and executed with LRSD in order
30 to establish appropriate guidelines and procedures to ensure the most successful experience and outcomes
31 for the students and staff at Mabelvale Elementary, Stephens Elementary and Washington Elementary
32 Community Schools.
33 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
34 OF LITTLE ROCK,ARKANSAS:

1 Section 1. The Board of Directors waives the requirement of a competitive selection process for an
2 Memorandum of Understanding with LRSD regarding a two(2)-year pilot program to expand EAST Lab
3 Programming to three (3) additional Community Schools, Mabelvale Elementary, Stephens Elementary
4 and Washington Elementary, due to it being impractical and unfeasible to bid under the present
5 circumstances.
6 Section 2. The City Manager is hereby authorized to enter into an Memorandum of Understanding
7 with LRSD for a two (2)-year pilot program in order to expand EAST Lab Programming to Mabelvale
8 Elementary, Stephens Elementary and Washington Elementary Community Schools in the amount of a
9 one-time fee of Twenty-Five Thousand Dollars ($25,000.00) for each of the three (3) Community
10 Schools, for a total amount not to exceed Seventy-Five Thousand Dollars($75,000.00).
11 Section 3. Funds for this program are available from the Community Schools Special Project,
12 Account No. 108159-S 15C 147.
13 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
14 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
15 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
16 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
17 ordinance.
18 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
19 with the provisions of this ordinance, are hereby repealed to the extent of such inconsistency.
