3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID AND TO AUTHORIZE THE CITY MANAGER TO ENTER INTO
5 A FIVE(5)-YEAR CONTRACT WITH PRIORITY DISPATCH,INC.,IN AN
6 AMOUNT NOT TO EXCEED SIX HUNDRED SIXTEEN THOUSAND,
7 TWO HUNDRED SIXTY 00 DOLLARS ($616,260.00), PLUS APPLICABLE
8 TAXES AND FEES, FOR A CALL-HANDLING SOFTWARE SYSTEM
9 AND SOFTWARE MAINTENANCE FOR THE DEPARTMENT OF
10 EMERGENCY COMMUNICATIONS; TO DECLARE AN EMERGENCY;
11 AND FOR OTHER PURPOSES.

13 WHEREAS,the City of Little Rock's("City")Department of Emergency Communications requires a
14 new Call-Handling Software System; and,
15 WHEREAS, Priority Dispatch, Inc., offers software that provides the use of the Emergency Fire
16 Dispatch and Emergency Police Dispatch Protocol Systems which will enhance the services to the City's
17 Fire and Police Departments, as well as, result in an overall standardized quality of service to the citizens
18 of Little Rock,Arkansas;and,
19 WHEREAS, Priority Dispatch, Inc., offers software that is designed to aid a Telecommunicator in
20 making critically-sound decisions in the heat of the moment and allows a Telecommunicator to save time
21 and improve accuracy in processing calls and to ascertain the pertinent information such as scene safety,
22 suspect description, and weapons information, with a scripted line of interrogation that expedites the
23 response to best assist the caller and to give the caller pre-arrival instructions before the Responders arrive;
24 and,
25 WHEREAS, Priority Dispatch, Inc., is the only all-purpose and comprehensive priority dispatch
26 systems provider company in the world and the only company that provides such comprehensive software
27 systems; and,
28 WHEREAS,the term of this contract shall be for five (5)years and shall be in a total amount not to
29 exceed Six Hundred Sixteen Thousand, Two Hundred Sixty Dollars ($616,260.00), which consists of a
30 Software Fee of Four Hundred Twelve Thousand, Five Hundred Ninety Dollars($412,590.00),and Annual
31 Maintenance for the second and fourth years of the contract in the amount of Forty-Nine Thousand, Six
32 Hundred Eighty Dollars($49,680.00)for each of these years and annual maintenance for the third and fifth
33 years of the contract in the amount of Fifty-Two Thousand, One Hundred Fifty-Five Dollars($52,155.00)
34 for each of these years,plus applicable taxes and fees.

1 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1.The City Manager is authorized to enter into a five(5)-year contract with Priority Dispatch,
4 Inc.,to purchase a Software System and Maintenance,for a total amount not to exceed Six Hundred Sixteen
5 Thousand, Two Hundred Sixty Dollars ($616,260.00), which consists of a Software Fee of Four Hundred
6 Twelve Thousand , Five Hundred Ninety Dollars ($412,590.00) and Annual Maintenance for the second
7 and fourth years of the contract in the amount of Forty-Nine Thousand, Six Hundred Eighty Dollars
8 ($49,680.00)for each of these years and Annual Maintenance for the third and fifth years of the contract in
9 the amount of Fifty-Two Thousand, One Hundred Fifty-Five Dollars($52,155.00) for each of these years
10 plus applicable taxes and fees.
11 Section 2. Funding is available from the 911 Wireless Fund Account No. 220512.
12 Section 3. Severability.In the event any portion of this ordinance is declared or adjudged to be invalid
13 or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
14 ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
15 unconstitutional was not originally a part of this ordinance.
16 Section 4.Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any
17 provision of this ordinance are hereby repealed to the extent of such conflict.
