3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,599 (DECEMBER 21, 2021) THAT APPROVED THE INCLUSIONS OF
5 THE CDBG, HOME AND HOPWA SOURCES AND USES OF THE 2022
6 FUNDS FROM THE UNITED STATES GOVERNMENT IN THE CITY'S
7 ANNUAL PLAN; AND FOR OTHER PURPOSES.

9 WHEREAS,as a part of the Annual Plan which must be submitted to the U.S. Department of Housing
10 & Urban Development("HUD"), the City must suggest the sources of uses of certain funds to be received
11 from HUD; and,
12 WHEREAS,on December 21,2021,the Mayor and members of the Board of Directors("the Board")
13 of the City of Little Rock, Arkansas("City")approved Little Rock,Ark. Resolution 15,599(December 21,
14 2021)to include the City's projected 2022 Entitlements which totaled Two Million,Nine Hundred Eighteen
15 Thousand, Three Hundred Seventy-Two Dollars ($2,918,372.00); and funding in the amount of Three
16 Million, One Hundred Seventy-Three Thousand, Four Hundred Twenty-Six and 27/100 Dollars
17 ($3,173,426.27) which was also available, including Two Hundred Thirty-Five Thousand, Fifty-Four and
18 27/100 Dollars ($235,054.27) in 2021 Program Income; and Twenty Thousand Dollars ($20,000.00) in
19 reallocated funds; and,
20 WHEREAS,the proposed uses of the City's 2022 Entitlement Funds were developed with extensive
21 citizen participation, including two (2) virtual meetings and three (3) meetings throughout the City and a
22 sixteen(16)-member Consolidated Planning Committee;the Consolidated Planning Committee developed
23 a slate of projects to recommend for Board approval of the proposed uses of the 2022 CDBG, HOME and
24 HOPWA Funding; and,
25 WHEREAS,after public hearings were conducted during the process to allow maximum citizen input;
26 the Consolidated Planning Committee selected projects to be funded during the 2022 Program Year that
27 were presented for approval; and,
28 WHEREAS,on June 7, 2022,the Mayor and members of the Board of Directors("the Board")of the
29 City of Little Rock, Arkansas("City")approved Little Rock,Ark. Resolution No. 15,703 (June 7,2022)to
30 amend the City's projected 2022 Entitlements which totaled Three Million, Two Hundred Ninety Thou-
31 sand,Three Hundred Fifteen Dollars($3,290,315.00); and funding in the amount of Three Million, Seven
32 Hundred Forty-Five Thousand,Three Hundred Sixty-Nine and 27/100 Dollars($3,745,369.27)which was
33 also available,including Four Hundred Thirty-Five Thousand,Fifty-Four and 27/100 Dollars($435,054.27)
34 in 2021 Program Income; and Twenty Thousand Dollars($20,000.00) in reallocated funds; and,

1 WHEREAS,the Consolidated Planning Committee has amended its recommendation of the sources
2 and uses allocation of funds to the Board of sources and uses of 2022 CDBG, HOME and HOPWA Funds
3 included in the City's Annual Plan based upon the final HUD allocation as shown in Section 1 below.
4 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
5 OF LITTLE ROCK,ARKANSAS:
6 Section 1. The 2022 Consolidated Planning Proposed Sources and Uses of Funding (Final HUD
7 Allocation), as amended, are:

8 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
11 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
12 resolution.
13 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
14 hereby repealed to the extent of such inconsistency.
