3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 22,079 (DECEMBER 21, 2021); TO ADJUST THE FISCAL YEAR 2022
5 BUDGET ORDINANCE TO REFLECT EXPENDITURE ADJUSTMENTS
6 FOR THE GENERAL FUND, STREET FUND AND WASTE DISPOSAL
7 FUND; TO PROVIDE NON-UNIFORM FULL-TIME EMPLOYEES A
8 HIRING SALARY AT A MINIMUM OF FIFTEEN DOLLARS ($15.00); AN
9 HOUR;TO DECLARE AN EMERGENCY;AND FOR OTHER PURPOSES.

11 WHEREAS, the City approved a Comprehensive Budget for the City of Little Rock, Arkansas, in
12 Little Rock,Ark.,Ordinance No. 22,079(December 21, 2021); and,
13 WHEREAS, the City wishes to provide non-uniform full-time employees a minimum of Fifteen
14 Dollars($15.00)an hour to provide competitive wages therefore increasing the cost of wages and impacted
15 fringe benefits;and,
16 WHEREAS,to avoid the compression that would result due to this increase to Fifteen Dollars($15.00)
17 an hour, additional employees will have their salary adjusted according to City's Equity Policy; and,
18 WHEREAS,it is appropriate to adjust the ordinance to reflect operational changes in the General Fund,
19 Street Fund and Waste Disposal Fund, and where necessary to authorize an increase in the line items for
20 this matter for the remaining seven(7)months of the Fiscal Year 2022; and,
21 WHEREAS, the Mayor, City Manager, and the Chief Financial Officer, in compliance with City
22 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the
23 Board of Directors for approval.
24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. Increased Personnel Costs. As a result of the City's intent to provide for pay equity
27 throughout the City, and to raise the minimum salary for non-uniform full-time employees, budgeted City
28 expenditures are amended as follows:

30 Section 5. Fiscal Year 2022 Budget. The following respective amount for every resource is
31 unchanged. and the appropriate use is herein set forth as follows:

7 (b) NOT TO BE CODIFIED. The amended increase for the various funds, as reflected in Subsection
8 (a),are as follows:

13 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
14 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
15 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
16 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
17 ordinance.
18 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
19 ordinance, including but not limited to Little Rock, Ark., Ordinance No. 22,079(December 21, 2022), are
20 hereby repealed to the extent of such inconsistency.
21 Section 4. Emergency Clause. The City's ability to properly maintain its budget and to account for
22 its funds is essential to the public health, safety, and welfare,further, the ability to make appropriate salary
23 adjustments, and to set a Fifteen Dollars ($15.00) per hour minimum wage for non-uniform full-time
24 employees, is also essential to the continued, efficient operation of City Programs, and the availability of
25 City Services; an emergency is, therefore, declared to exist and this ordinance shall be in full force and
26 effect from and after the date of its passage.
