ORDINANCE NO. 4 19,249 (DECEMBER 14, 2004), TO ADJUST THE FISCAL YEAR 2005 5 BUDGET ORDINANCE TO NOTE EXPENDITURE ADJUSTMENTS FOR 6 RECYCLING PROGRAMS, STREET COSTS, CAPITAL COSTS, ZOO 7 RIDE REVENUES AND EXPENSES, PERSONNEL SAVINGS, GENERAL 8 FUND REVENUES, TRANSFERS, AND OTHER ADJUSTMENTS; TO 9 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. 10 11 WHEREAS, the City approved a comprehensive budget for the City of Little Rock, 12 Arkansas, in Little Rock, Ark., Ordinance No. 19,249 (December 14, 2004), and 13 WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in 14 the General Fund, and where necessary to authorize the increase in the fiscal year 2005 line 15 items for these and other matters, and 16 WHEREAS, the City Manager and the Director of Finance & Treasurer, in 17 compliance with City budget and financial reporting policies, have reviewed these 18 adjustments and recommend them to the Board of Directors for approval, 19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 20 THE CITY OF LITTLE ROCK, ARKANSAS: 21 Section 1. General Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249 22 (December 14, 2004) is hereby amended so the General Fund amount will increase by 23 twenty thousand six hundred and forty -two dollars ($20,642), to reflect additions in 24 operating budgets for General Fund departments, to the amount of one hundred thirteen 25 million five hundred eighty -seven thousand and three dollars ($113,587,003.00). 26 Section 2. Street Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249 27 (December 14, 2004) is hereby amended so the Street Fund amount will increase by one [PAGE 1 of 31 I hundred ninety -five thousand three hundred and four dollars ($195,304), to reflect 2 additions in operating budgets for Street Fund departments, to the amount of fourteen 3 million eight hundred four thousand six hundred and seventy -five dollars ($14,804,675.00). 4 Section 3. Fleet Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249 5 (December 14, 2004) is hereby amended so the Fleet Fund amount will increase by sixty - 6 nine thousand three hundred and ninety -four dollars ($69,394), to reflect additions in 7 operating budgets for Fleet Fund departments, to the amount of seven million two 8 hundred forty -five thousand four hundred and fifty -eight dollars ($7,245,458.00). 9 Section 4. Zoo Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249 10 (December 14, 2004) is hereby amended so the Zoo Fund amount will increase by one 11 hundred ninety -three thousand six hundred and fifty dollars ($193,650), to reflect additions 12 in operating budgets for Zoo Fund departments, to the amount of four million one 13 hundred seventy -eight thousand one hundred and one dollars ($4,178,101.00). 14 Section 5. Solid Waste Fund. Section 4 of Little Rock, Ark., Ordinance No. 15 19,249 (December 14, 2004) is hereby amended so the Solid Waste Fund amount will 16 increase by eighty -eight thousand seven hundred and ninety -seven dollars ($88,797), to 17 reflect additions in operating budgets for Solid Waste Fund departments, to the amount of 18 fourteen million nine hundred ten thousand two hundred and twelve dollars 19 ($14,910,212.00). 20 Section 6. Records. The Director of Finance & Treasurer is directed to maintain 21 appropriate records which provide greater detail for the adjustments set forth in this 22 ordinance as reflected in the materials provided to the Board of Directors for the September 23 6, 2005, meeting. 24 Section 7. Severability. In the event any title, section, paragraph, item, sentence, 25 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 26 unconstitutional, such declaration or adjudication shall not affect the remaining portions of [PAGE 2 of 31 I the ordinance which shall remain in full force and effect as if the portion so declared or 2 adjudged invalid or unconstitutional was not originally a part of the ordinance. 3 Section 8. Repealer. All ordinances, resolutions, bylaws, and other matters 4 inconsistent with this ordinance are hereby repealed to the extent of such inconsistency. 5 Section 9. Emergency.
