3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID, TO AUTHORIZE THE CITY MANAGER TO ISSUE A SOLE-
5 SOURCE PURCHASE ORDER TO TACTICAL ELECTRONICS, IN AN
6 AMOUNT NOT TO EXCEED SEVENTY THOUSAND DOLLARS
7 ($70,000.00), FOR THE PURCHASE OF ONE (1) IMPROVISED
8 EXPLOSIVE DEVISE CUSTOM ELECTRONICS INSTRUCTION
9 COURSE FOR USE BY THE LITTLE ROCK FIRE DEPARTMENT BOMB
10 SQUAD AND OTHER ARKANSAS BOMB TECHNICIANS; AND FOR
11 OTHER PURPOSES.

13 WHEREAS, there is a need to purchase one (1) Improvised Explosive Device Custom Electronics
14 Course to be used by the Little Rock Fire Department Bomb Squad and other Arkansas Bomb Technicians;
15 and,
16 WHEREAS, Tactical Electronics is the sole supplier of the Improvised Explosive Device Custom
17 Electronics Course which meets Departmental specifications.
18 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
• 20 Section 1. The Board of Directors hereby authorizes the City Manager to purchase one(1)Improvised
21 Explosive Device Custom Electronics Course to be used by the Little Rock Fire Department Bomb Squad
22 and other Arkansas Bomb Technicians in an amount not to exceed Seventy Thousand Dollars($70,000.00),
23 including taxes.
24 Section 2. Funds for this purchase are available through the State Homeland Security Grant Program,
25 and are to be paid from Account No. 270519-G51 P201.
26 Section 3. Because Tactical Electronics is the only authorized distributor of this instruction course in
27 the area, the Board of Directors declares it is impractical and unfeasible to submit this purchase to
28 competitive bids.
29 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
33 ordinance.

1 Section 5. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
2 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
3 Section 6. Emergency Clause. The ability to have an adequate number of trained personnel from the
4 Little Rock Fire Department Bomb Squad and other Arkansas Bomb Technicians properly equipped is
5 essential to the public health, safety and welfare; an emergency is, therefore, declared to exist and this
6 ordinance shall be in full force and effect from and after the date of its passage.
