Re: Application for Site Plan Review, Conditional Use Permit, and
Abandonment of Alley Bill & Hillary National Airport - East Little Rock Community Garden
Dear Mr. Moore:
This letter and the attached documents serve as a request on behalf of the owner, the Bill & Hillary Clinton National Airport, for approval of the application for the following:
• Site Plan Review of a proposed community garden
• Conditional Use Permit for construction of a public park on zoned R-3 lots
• Abandonment of Alley that runs along the center of the block from south to north, 9th
Street to 8th Street
The property is located on the northeast intersection of East 9th Street and Calhoun Street. The garden is to be installed on Lots 3, 4, 5, 6, 7, 8, 9, and 10 of Block 3, Fair Ground Addition to
the City of Little Rock, Pulaski County, Arkansas, together with that part of the Alley, lying within the bounds of Block 3. Water is to be supplied by Central Arkansas Water. Wastewater disposal
is to be provided by the Little Rock Water Reclamation Authority. Electrical service is to be provided by Entergy. The date of the latest survey is February 4, 2022. The property is zoned
R-3.
The property is served by all necessary utilities including water, wastewater, gas, electrical and telephone services. Thank you for the opportunity to work with you on the development of the
