The existing tenants are slowly being removed but the free access to the property has allowed the criminal activity to continue. As a direct result, the owners of Fowler Square Apartments, HMF, LLC hereby apply for Certificate of Appropriateness for installing fencing and gates on 6th and 7th streets and installing a new Gracie Mansion sign on 6th Street. The fencing application on 6th Street will be for a 6' tall steel fence matching the fence across 6th street at Rainwater Flats and will be located in an offset location, setting it approximately 3'-5' behind the line of the historic fencing. These fences and gates will occur only at existing openings in the historic iron fencing to close openings for security purposes, providing one vehicular gate and one pedestrian gate, both with security code operation. The existing historic iron fence will be straightened, repaired and painted and there will be new intrusion resistant landscaping installed behind it to provide added security. Other than repairs the historic fencing will remain unaltered. The Gracie Mansion sign, with the new property name, will be a ground mounted monument sign closing the easternmost vehicular entrance into the complex. Plans and details are attached. The fencing on 7th Street, which will match the 6th Street fence in height and design, will be continuous from the east to the west end of the property and have one vehicular and one pedestrian gate for access. The new fencing will be located as for behind the existing historic fence as practical (approx 3'-5') because of limited distance to the building stairs. Some landscaping will be added behind the historic iron fence, which will be repaired, straightened and painted. The precise location of the new fencing and gates are shown on the attached drawings. As a part of the security and the aesthetic improvements undertaken on the property, we are proposing to install wooden 3' tall screens around the existing hvac condensing units. One of these has been installed on an emergency basis because of a recent theft of 4 condensers and copper piping. These condenser screens will typically be the same, at least as seen from the street. 319 President Clinton Ave.; Ste 201 + Little Rock, Arkansas 72201 + (t) 501-707-0115 + (f) 501-707-0118 Page 1 of 1 H+W Heiple Wiedower Architects Planners ADDENDA TO FOWLER SQUARE APARTMENTS AKA THE RESIDENCES AT GRACIE MANSION Historic District Commission September 9, 2011 Heiple + Wiedower Architects, Agent for HMF, LLC In an attempt to give Fowler Square a new identity for the new ownership, we have looked for ways to maintain the historical integrity of the Fowler House while giving the property a new appearance for the new tenancy. One part of this attempt is to request the removal of the shutters and to add some historically correct subtle color to the body of the Fowler House. We have attached a historical photo of the Fowler house showing the house without shutters. It is also clear upon inspection of the front elevation of the house that the original design of the house did not have shutters that would overlap and cover architectural features around the front porch of the house. We also have included a rendering of the front elevation of the house with shutters removed and a light colored paint on the body of the house and a darker color on the windows rather than the darker color of the shutters. Federal (1780 to 1830): The Federal style was the dominant style of the new Republic and was mostly concentrated in prosperous port cities of the East Coast including Boston, New York, Philadelphia and Savannah. This style is characterized by symmetry, lightness and delicacy. The houses may be box -like with sidelights and fanlights surrounding the front door. Creams, pumpkins, sage greens and muted blues characterized the style.
