Application for COA for historic residence at 424 E. 61h Street
August 9, 2004
Pursuant to the Design Review Guidelines, the following is a
description of the project that is the subject of this application:
Purposes & intent of the project
To restore the fagade of the free -classic, Queen Anne -style residence
located at 424 E. 6 h Street to a condition approximating its
appearance when relatively new.
Based on my research, the home was built in 1895 by John W. Pope
and his wife, Julia. A. Pope. Mr. Pope is listed in the Little Rock City
Directory of that same year as "mngr Howel Cotton Co," and his
address is given as n504 E. 6'." No homes are listed with a 400-series
address, but Sanborn actuarial maps (1913 edition) and 1895
Pulaski County real estate tax assessment records indicate a
substantial residence at what is now 424 E. 6t'.
A search of Beech Abstract's property records also indicates that the
Popes purchased this particularly property on June 13,1893, from
Ms. Elizabeth O. Griffith, who owned the St. Clair Apartments
immediately east of the 424 E. 6th property.
The property that is the subject of this application is an asymmetric,
two-story dwelling with a front porch, dormer and bay windows and
turret. It is constructed of composite blocks with wood trim and
windows. The porch floor and front steps are of concrete. The piers
for the porch columns are made of composite block, and most of the
windows contain the original "flow -glass."
At some point, the tin-plate porch roof of this house developed holes
that allowed water to seep into the wood framework and trim. This,
predictably, then rotted. At another point in the house's history, the
original Doric porch columns were removed and square, fluted
wooden box structures were substituted Finally, the original
wooden porch railings disappeared long ago, and railings
inconsistent with the design of the house were added.
Though, I've been unable to find a photograph, as yet, of the home in
its early, original condition, my application is based on a desire to
return the fagade to what I believe is a more historically accurate
appearance, to wit:
1. to remove and replace the rotted wood in the porch roof and roof -
line moulding
2. to retain as much of the original structural material as possible;
3. to replace the square, fluted wooden boxes on the porch piers with
wooden Doric columns, caps and bases;
4. to replace the porch railings with accurate spindles;
5. to add historically -appropriate banisters adjacent to the front
steps;
6. to add a historically -appropriate fence around the front yard of
the property, constructed either of wooden pickets or iron;
7. to restore and re -screen the original window screen frames (which
I discovered in the house's attic) and place them on the windows
of the house; and,
8. to then seal and paint the restored elements in a historically
suitable paint scheme.
Dates of construction
Construction will begin upon the approval of a COA on the porch
repair and roof -line mouldings. This should be completed within one
month.
The porch railing/banister portion of the restoration will then take
approximately one more month. The fence portion of the project
should begin after the porch railings.
I anticipate that all work will be completed within six months of the
date of the COA.
Relationship of site improvements
to adjacent buildings and land
All work will be performed on the property itself, and will have no
bearing on adjacent buildings and land.
Anticipated impact of the project
on the neighborhood
The restoration of the fagade of this historic residence should
improve both the appearance of the neighborhood and the value of
adjacent properties.

Since this is a partial restoration of an existing structure, my reading
of the application for a COA indicates that site plans are unnecessary
for this type of project.
