COA REQUEST: Remove rotted wood on front porch and molding at roof line.
Restore porch to historically correct appearance. Remove box columns from piers -and
replace with round Doric columns. Change porch railings to historically accurate design..
Add fence and gate at front in the future.
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property
is located west of I-30, on the north side of Sixth Street, between Rock and Sherman
Streets. The subject project's legal description is the Steven sons/Trapnells Blk of
Stevensons 44.5 ft front on 6th St. 110.7 ft back,of Trapnell Blk Beg 931/6 ft E of SW L.
The purpose and intent of this project is to remove rotted wood on front porch and
moulding at the roof line. Restore porch to historically correct appearance. Remove
box columns from piers and replace with round Doric columns. Change -porch railings
to historically accurate design. Add fence and gate at front iri.the future.
o Remove -and replace rotted wood in the porch roof and roof line
molding
• Retain as much of the original structural material as possible
• Replace the square, fluted wooden boxes on the porch piers with
wooden Doric Columns, caps and bases
• Replace porch railings with accurate spindles
Add historically -appropriate banisters adjacent to the front steps
■ 'Add a historically -appropriate fence around the front yard of the
property, constructed of either wooden pickets or iron
• Restore and re -screen the original window screen frames (which were
discovered in the house's attic) and place them on the windows
• Seal and paint the restored elements in a historically suitable paint
scheme
There are three criteria in the district's design guidelines for consideration.
1. Porches;
a. On front and side facades should be maintained in their original
configuration and with original materials and detailing.
b. Should not be removed if original
c. And their details should be retained intact with repairwork and
replacement of missing parts, such as columns, posts, railings,
balusters, decorative molding and trimwork, to match the original in
design, materials, scale, and placement.
d. On front facades should not be enclosed.
e. On side and rear faces should not be enclosed but may when not
readily visible from the street; if the height and shape of the porch
roof is maintained; and if the materials and placement and size of
openings matches the main building.
f. Should have wooden steps (with risers), not brick or concrete, for
buildings with wooden porch floors.
g. May be screened, although discouraged, if .the structural framework
for the screen panels is minimal and the open appearance of the porch
is maintained.
h. Should have wood tongue and groove flooring running perpendicular
to the facade (unless the original floor is concrete, in which case wood
would not be appropriate).
i. Should not have brick floors or steps.
2. Fences;
a. Of iron, wood, stone, or brick that are original to the structure (or
built before 1945) should be preserved, or if missing, may be
reconstructed based on historical or pictorial evidence.
b. Of iron are appropriate for substantial -sized structures other than
Bungalows and Craftsman style houses.
c. Of wood pickets may be located in front or rear yards, generally
following property lines, and should be painted or stained light, pale
white or beige tones; be no taller than three feet; have pickets no
wider than four inches and set no farther apart than three inches; and
of a design which is compatible with and proportionate to the house.
d. Of wood -boards for privacy should be located in rear yards; generally
no taller than six feet; set back from the front facade (wall plane) of
the structure at least half -way back from the front to the back walls;.
of flat boards in a single row (not stockade or shadowbox); stained or
painted to blend with the structure; and of a design compatible with
the structure.
e. Of free-standing brick, stone, or concrete walls are not appropriate.
f. Should not have brick, stone; or concrete piers or posts unless based
on evidence that such piers or posts are historically appropriate for
the particular type structure and style in MacArthur Park.
g. Of chain link should never be located in front yards but may be
located in rear yards where not readily visible from the street if dark
green or black and screened with hedge, ivy, or other creeping cover.
h. Of split or horizontal rails are never appropriate.
i. Of railroad ties or timbers, whether freestanding or as a retaining
walls, are not appropriate.
3. Windows;
a. Should be preserved in their original location, size, and design and
with their original materials and numbers of panes.
b. Should not be added to primary facades or to secondary facades
where readily visible.
c. Should be repaired rather than replaced, but if replacement is
necessary due to severe deterioration, the replacement should be in -
kind to match the originals in material and design.
d. Should not have snap -on or flush muntins.
e. Screens and/or storms should be wooded or baked -on or anodized
aluminum and fit within the window frames, not overlap the frames.
f. Should not have shutters unless the building originally had them, the
shutters are of louvered wood construction, and the shutters will fit
the window opening (so that if closed; they would cover the window
opening).
g. Should not have security bars where visible from the street.
NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there
were no objections to this project request either in writing or by phone.
STAFF RECOMMENDATION: Staff recommends approval of this project.
