The Board of Directors of the City of Little Rock, Arkansas, met in a regular meeting with
Mayor Frank Scott, Jr., presiding. City Clerk Susan Langley called the roll with the
following Directors present: Hendrix (via WebEx Teleconferencing); Richardson; Webb
(via WebEx Teleconferencing); Peck; Hines; Wright; Kumpuris; Phillips; Adcock; Vice-
Mayor Wyrick; and Mayor Scott. Vice-Mayor B.J. Wyrick delivered the invocation
followed by the Pledge of Allegiance.
CONSENT AGENDA (Item 1)
1. MOTION: Acceptance of the Oaths of Office for four (4) Little Rock City Board of
Directors; Oaths of Office are filed in the City Clerk's Office.

Position 8 Antwan Phillips
Position 9 Dr. Dean Kumpuris
Position 10 Joan Adcock
Director Richardson made the motion, seconded by Vice-Mayor Wyrick, to accept the
Oaths of Office. By unanimous voice vote of the Board Members present, the Oaths of
Offices were accepted.
Director Richardson welcomed Director Antwan Phillips to the Little Rock City Board of
Directors Meeting.
CITIZEN COMMUNICATION
Luke Skrable (Via E-Mail): Mayor Scott's incompetence over not firing Chief Humphrey.
EXECUTIVE SESSION (Item 2)
Director Richardson made the motion, seconded by Director Hines, for the Board to go
into Executive Session for the purpose of electing a Vice-Mayor and making Board
appointments to represent Boards and Commissions. By unanimous voice vote of the
Board Members present, the Board went into Executive Session.
2. EXECUTIVE SESSION: Election of the Vice-Mayor and appointments of Little Rock
City Board of Directors to represent Boards and Commissions of the City of Little Rock,
Arkansas.
Mayor Scott stated that the Board had selected the following Mayoral and Board of
Directors to represent the City's Board and Commissions.

Mayor Scott stated that a resolution approving the Liaison appointments would be
included on the January 19, 2021, Board of Directors Agenda. Mayor Scott stated that
Director Lance Hines had been named as Vice-Mayor.
Director Wright stated that she had asked that City Manager Bruce Moore include the
Targeted Neighborhood Resolution on the next agenda. Director Wright made the
motion, seconded by Director Phillips, to add the Targeted Neighborhood Resolution to

January 19, 2021, Agenda. By unanimous voice vote of the Board Members present,
the motion was approved.
Mayor Scott adjourned the meeting.
