HomeMy WebLinkAboutboa_05 19 1952MINUTES OF THE A,=' ITTG OF T HE BOARD OF ADJUSTMENT The Board of Adjustment met in the mayor's Conference Room, City Hall, Monday, May 19, 1952, at 2:00 p.m., with the following members - present: Docket No. 20-52 - Dr. J. M. Fowler 207 State Street, described as the So. L of the Jest 2 of Lot 2 and the West z of Lot 3, Block 134, Orignal City of Little Rock, Arkansas, zoned "D" Apartment District; requesting a waiver of front yard space in order to build a doctors clinic. Dr. Fowler was represented by Mr. J. H. Thompson and Mr. Dillaha who told the Board of the -plans for the proposed clinic at 207 State Street. Dr. Fowler owns the lot as it now exists with an apartment on the front of the lot facing West Second Street. LIe proposes to construct a one story clinic on the rear of the lot within approximately six feet of the pro- perty line on State Street. Off street parking is to be provided at t1je rear of the structure with entrances located on both State and Second Streets. The parking space will be blacktop construction. At present the property immediately to the South is zoned "F" Commercial. Mr. Thompson agreed to waive the requirements of a quorum and have a decision rendered informally. After contacting other members, the board voted to approve this application. Docket No. 21-52 - S. F.-Wiggins, 1.223 Chester Street, described as the So. 40 feet of the West 75 feet of Lot 6, Block 24/f, Original City of Little Rock, Arkansas, zoned "C" Two -Family District; requesting a waiver of yard space & lot area in order to construct a one -family home. Mr. S. E. i4iggins was present to explain his case to the board and after waiving the informality told the board that he is the owner of the property at the Northeast corner of 13th and Chester Streets. This property is 75' on 'lest lath and 40' on Chester. 1r. 11liggins would like to construct a house for himslef 36' x 241 on t'is lot. The house would set back 12' from Chester Street with $' side yard space on either side and have a raar yard of 271. Since this would necessitate a waiver of yard space and lot area he had filed this application with the Bard. After contacting other members the Board voted to approve his petition. -2- Docket Fo. 22-52 - Lloyd Burkett, 1624 Monroe Street, described as Lot 6, Block 6, Buhlers 10th Addition, zoned "B" Residence District; requesting a waiver of rear yard space in order to construct one -family home on said property. Mr. Burkett was not present for the hearing and had not re- turned his notice of hearing so the Board decided to d&lay this case and bring it before the Bard at their meeting in June. Docket No. 23-52 - Paul Allen, 3211 Arch Street, described as Lot 22, Block 2, Twen Cen Addition, zoned "F" Commercial District; requesting a waiver of yard space and two build- ings on one lot in order to enlarge present building. Mr. Paul allen was absent from the meeting but after some dis- cussion of his case it was decided that his proposal would improve the area and after contacting the other members of the board they voted to approve this application. Docket No. 24-62 - Little Rock Builders, Inc., (by Wm. R. Meeks), Northeast corner of Kavanaugh Blvd. and No. Cedar Streets, described as the !•Test 2 of Block 8, Pulaski Feights Addition, zoned "D" Apartment District; requesting a waiver of yard space requirements to conform_ with the requested replat of this block. I-fr. W. R. Meeks was present to explain his plat to the Board. Mr. Meeks decided to waive the informality of the meeting and have the board decide his case now. Mr. Meeks explained that the half block area is presently zoned for multi -family use or "D" Apartment. Also tb property is platted into six lots facing on Cedar Street. These lots are approximately 50' wide and 1-40' deep. Mr. Meeks desires to locate six duplex units so that two units face Hill Road, two on Cedar Street and two on Kavanaugh Blvd. This arrangement and building plans makes it necessary to waive the front and rear yard space to set backs of 20' instead of the 25' as required by the ordinance. This effects only those units .facing Kavanuagh and those facing Hill toad. Mr. Meeks pointed out that they plan on leaving 20' of side yard space for these same units on the side facing Cedar Street. This is to keep from blocking the front yard view of the homes to face Cedar Street. The Pastor of the Fu,aski T?eights Baptist Church and several women home owners in the same or adjoining blocks were present to dis- cuss the off street narking problem. It was noted that the Last side of Cedar Street was restricted for parking and Mr. ]~leeks was asked just how he planned to handle his narking. He answered that they (the builders) planned to provide one space of off-street narking for each dwelling unit. They would be concrete driver and Parking spaces. Those units nearest the alley and the onew facing Cedar 3treets would have ingress and egress from the alley while those on the corners would need curb cuts to park to the rear of their _lots. Mr. Tarlowski asked about the replat of this and was told it would come Before the planning commission on the following Thursday and that this waiver was being requested with the hopes of the replat beinc- acceptable with the Planning Commission. After some discussion it was decided that Mr. Meeks should place plans for off street parking on the plat and also that the Bard would approve a waiver for duplex units only.
