OF THE
LITTLE ROCK BOARD OF ADJUSTMENT
AUGUST 19, 1957
The Little Rock Board of Adjustment met in the Council Chamber, City Hall, on
August 19, 1957 at 2:00 P. M. The following members were present;
Mr. W. H. Marak, Acting Chairman Mr. Lloyd R. Pearce
Since a quorum was not present, the cases were heard by the two members pre sent,
Imt final action was withheld until oth6tmembers could be presented with the details
of the hearing.
Docket No, 8-57 A. S. Rosen, SW corner of Kavanaugh and "K" Street,
described as lot 1, block 50, Pulaski Heights Ad-
dition to the City of Little Rock, Arkansas, zoned
"C" Two-family District, requesting a variance from
the rear yard provisions of Section 11 of that ordi-
nance to permit construction of a double carport with
attached storage room to the proposed duplex.
Mr. Stephens reported that the application was taken in error and that this
waiver is not needed since 10' of a 20' alley can be counted as rear and space.
He stated that an attempt would be made to refund Mr. Rosen's fee of 325.00 and
recommended that the case be dismissed.
Docket No. 9-57 - C. H. McCrory, 1300 S. Woodrow Street, described as
lot 1, block 24.. Jones and Worthen Addition to the
City of Little Rock, Arkansas, zoned "C" Two-family
District, requesting permission to locate parking lot
as a special exception.
Mr. McCrory was present and explained that he proposes to use this lot for a
parking lot to serve his business across the street. He said he had talked with
Captain Witherspoon about ingress and egress, curb cuts, etc. and that he was willing
to follow the recommendations of Capt. Witherspoon from the traffic standpoint.
Capt. Witherspoon was present later stating that he approved of a parking lot at this
lopation since the parking situation at this intersection is critical,
In executive session Mr. Marak and Mr. Pearce agreed that this waiver shoulcl--be
�chnted.
Docket No. 10-57 - Hershel H. Garner, 815 Bishop Street, described as
the W. 40' of South 50' of lot 4 and the S. 50' of
block 412, Compton's Subdivision of Blocks 402, 403,
412, and 413, Lincoln's Addition to the City of
Little Rock, Arkansas, zoned I'D" Apartment Di strict,
requesting a variance from the front yard provisions
of Section 12 of that ordinance to permit extension
to front of present str4cture.

Mr. au 9", Garner were present and explained their request. They desired to
add. a mom to the front of their house in which to moire their nursery school in order
-6o have more family living space in the rear. The addition of this room would make
the front of their house line with the houses on either side.
In executive session Mr. Marak and Mr. Pearce felt this request should be

b0icket No. 11-57 - Knights of Columbus (by Leo J. Krebs), SE corner
of 9th and Cumberland Streets, described as the
N. 35' of lot 11 and all of lot 12, block 25,
Original City, zoned "D" Apartment District, re-
questing a variance from the applicable yard pro-
visions of Section 12 of that ordinance to permit
extension of main structure to within approximately
2' of the property line.
No one was present to represent this request, the notice of hearing had not been
voturned and the application had not been signed.
In executive session the staff reported that they had visited this site and that
the vA.cant property was being used for off-street par1cing. The staff and the board
one! .be:7s present were of the opinion that if this waiver i s granted it would tend to
:017i.-cc!kowd the lot and would put the parking back onto the street. They agreed that
ac' ion on this should be deferred until. more informa, ion is obtained from the appli-
co).t. Also, the members felt that they should know of any plans that the blood hank
mi,,).1t have in the future for its property.
Docket No.. 12-57 - Lewis E. Buchanan, 1814 S. Grant Street, described
as the N. 48' ,of lots 13 and 14, block 9, Batman's
Subdivision to Cherry and Cox Addition to the City
of Little Rock, Arkansas, zoned "A" one -family
District, requesting a variance from the side yard
provisions of Section 11 of that ordinance to permit
construction of an attached carport on the north
side of the dwelling.
Mr. Putnam, real estate agent, was present to speak for Mr. Buchanan, who was
present, also. He stated that their proposed 101 carport would extend to the proper-
ty line beyond which is a 101 alley separating this and the adjacent lot to the north.
It was Mr. Putnam's opinion that the alley would never be used, but could never he
closed as long as Mr. H. F. Buhler, who awns property on the alley) would not agree
to closing it.
There was discussion of the size of the carport and the possibility of cutting
it down to nine feet Wide. Mr. Stephens thought the value of the 1' from the alley
line would not be worth the disadvantage of the reduced size. In executive session
Mr. Pearce and Mr. Marak were in favor of approving this.
After contacting other board members numbers 8, 10, and 12 were approved, number
9 was approved an condition that a screen planting be placed around a portion of the
piprking lot. There was no action on number-11.
