The applicant proposes to rezone the 0.15 acre property
from "R-4" Two -Family District to "PD-R" Planned
District - Residential to allow three (3) residential units on
the property.

Approval of the Ordinance
The applicant proposes to rezone the 015-acre property
located at 4105 "A" Street from "R-4" Two Family District
to "PD-R" Planned District — Residential. The property is
located on the south side of "A" Street and is bordered by
an alley on the south perimeter of the property.
The applicant proposes to remove two (2) existing
accessory structures in the rear yard bordering the east and
south property lines to allow construction of one (1) new
dwelling unit in the rear yard. The new structure will be
approximately 432 square feet and be located over 60 feet
back from the front (North) property line, 5 to 15 feet back
from the east and west side property lines, and 25 feet from
the rear (south) property line. The structure will not exceed
a height of 35 feet.
BACKGROUND
CONTINUED
The applicant proposes to provide a new three (3) car
concrete parking area at the south perimeter of the property
adjacent to the alley. The City's Zoning Ordinance would
typically require four (4) off-street parking spaces for this
proposed use. Staff believes the proposed parking will be
sufficient. On -street parking is allowed along one side of
"A" Street.
The parking area will be linked to both the new and existing
structures by a new concrete walk centrally located in the
rear yard. The proposal also includes the construction of a
new wood frame fence around the rear yard area.
No dumpster is proposed for the site and trash collection
will be collected using standard City of Little Rock garbage
collection.
There is no signage proposed for the development.
Any site lighting must be low-level and directed away from
the adjacent properties.
The applicant provided responses and additional
information to all issues raised during staff s review of the
application. To staffs knowledge no outstanding issues.
The applicant is requesting no variances with the proposed
PD-R zoning.
On February 10, 2022, the Planning Commission voted
10 ayes, 0 noes, 0 absent and 1 open position, as part of the
Consent Agenda, to approve the PD-R rezoning. There
were no objectors present.
All owners of property located within 200 feet of the site
and all neighborhood associations registered with The City
of Little Rock were notified of the public hearing.

AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED DISTRICT
- RESIDENTIAL TITLED WILLIAMS PD-R, LOCATED AT 4105
"A" STREET (Z-9643), CITY OF LITTLE ROCK, PULASKI
COUNTY, ARKANSAS, AMENDING THE OFFICIAL ZONING
MAP OF THE CITY OF LITTLE ROCK; AND FOR OTHER
PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property be
changed from R-4, Two -Family Residential District, to PD-R, Planned District - Residential:
Z-9643 — Described as Lot 2, Block 4, Pinehurst Addition to the City of
Little Rock, Pulaski County, Arkansas.
SECTION 2. That the preliminary site development plan/plat be approved as
recommended to the Little Rock Planning Commission.
SECTION 3. That the change in zoning classification contemplated for Williams
— PD-R, located at the 4105 "A" Street (Z-9643) is conditioned upon obtaining final plan
approval within the time specified by Chapter 36, Article VII, Section 36-454 (e) of the Code
of Ordinances.
SECTION 4. That this Ordinance shall not take effect and be in full force until the
final plan approval.

SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances of
the City of Little Rock, Arkansas, and designated district map be and is hereby amended to the
extent and in the respects necessary to affect and designate the change provided for in Section
1 hereof.
SECTION 6. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
ordinance which shall remain in full force and effect as if the portion so declared or adjudged
invalid or unconstitutional was not originally a part of the ordinance.
SECTION 7. Repealed All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the extent of
such inconsistency.

A. PROPOSAL/REQUEST/APPLICANT'S STATEMENT:
The applicant is proposing to rezone the property from R-4 (Two Family
Residential) to PD-R (Planned District - Residential) to allow a new accessory
dwelling unit in addition to an existing duplex structure (three (3) dwelling units
total).
B. EXISTING CONDITIONS
The property currently has a two-story occupied duplex, with two (2) accessory
structures in the rear yard. The proposal includes removal of the accessory
structures and construction of the new dwelling.

H. ANALYSIS:

Staff is supportive of the proposed PD-R zoning to allow three (3) residential units
on the subject property. Staff views the request as reasonable. The proposed use
of the property for three (3) residential units will be only minor increase in the
current duplex zoning allowance for the property. There are other multi -unit
residential properties in the general area. Staff believes the proposed third

residential unit on the property will have no adverse impact on the surrounding
properties.
i. STAFF RECOMMENDATION:
Staff recommends approval of the requested PD-R zoning, subject to compliance
with the comments and conditionals outlined in paragraph E, and the staff analysis,
of the agenda and staff report.
PLANNING COMMISSION ACTION: (FEBRUARY 10, 2022)
The applicant was present. There were no persons present registered in support or
opposition. Staff presented the item and a recommendation of approval as outlined in the
"staff recommendation" above. There was no further discussion. The item was placed
on the Consent Agenda and approved as recommended by staff, including all staff
comments and conditions. The vote was 10 ayes, 0 nays and 1 open position.
