Mr. Moore,
The purpose of this application is to submit changes that address suspected concerns
voiced by the Little Rock Board of Directors, resulting in a down vote on a prior set of
plans.
As I believe it to be, the primary concern is that the existing structure is unnecessarily
imposing on the rear neighbor's backyard, creating concerns of privacy and restriction
of sunlight. This opinion was garnered based on Jeremiah Rogues meeting with the
neighbor and Director Webb's comments at the August Board of Directors meeting, third
vote. She noted that the emailed pictures she received as part of the rear neighbor's
complaint, appeared to be a "hulking structure". She also noted that while the structure
appeared normal from the road, this was not the case from the rear. She then forwarded
these pictures to her colleagues. The owner of the property, or a representative, was
not present to address these concerns. The owner was under the impression that the
time allotted at the Planning and Zoning Commission was the venue for this.
To ameliorate both Director Webb's and the rear neighbors' concerns and reduce the
imposing nature of the building, these plans modify the roof style of both structures on
site and remove the attic of the existing addition. The existing structure sits notably
lower than the rear neighbors this giving the contractor some room to work with for a
second story space.
The roof style has been changed from a two story, gable style roof to a two story, lean
too style roof. With the addition of a rear, exterior, 3 ft pony wall and the attic removed,
a gentler slope allows both sunlight to enter his backyard (a neighbors complaint) and
some of the interior space to be salvaged. Gutter and roof ridgelines will match that of
the rear neighbors. The rear windows will be removed to provide neighbor their desired
privacy and skylights installed.
To compensate for the lost space resulting from a lean too style roof, the attic space on
the rear half of the existing remodel (a structure present at the properties purchase and
is currently being remodeled) will receive a second story addition. The exterior wall of
this addition will align with the building's interior structural wall. A lean too style roof will
be attached, with the ridge joining the additions ridge. Together, a gable style roof will
form above both properties.

This plan effectively pushes all second story interior space towards the road. My hope is
that by creating a gentler slope for sunlight to enter the rear neighbor's backyard,
windows removed for his privacy, and the height of the building reduced to match his
gutter and ridgeline, both the City Board of Directors and the rear neighbor will be
satisfied.
