There being a quorum present, the meeting was called to order by the Chairman at 2:00 P.M. A motion was made for approval of the minutes as mailed, which was seconded and passed unanimously. Action was taken as follows: Tract No. 1 = Z-2257 Applicant: Gulf Oil Company Location: 3901 West 12th Street Description: The North 65 feet of Lots 1 & 2, and the East 18 feet of North 65 feet of Lot 3, Block 3, W. B.Worthen Addition Classification: 'IF" -Commercial District Variance: Requests a Variance from -the Yard Area Provisions of Section 43-15 of the Code of Ordinances to permit addition of canopy to existing service station Mr. W. B. Young, Real Estate representative of the Gulf Oil Company, was present. It is their intention to improve the existing building and.to install a canopy in front of the building that is now on the property. The canopy proposed will be 20 feet wide, and it is their plan to replace the present island and square it up with the front of the sales room. The new pump island will be 20 feet in length. The canopy would extend to the outer edge of the pump island. A motion was made that the application be a proved as submitted, which was seconded and passed. Board of Adjustment Minutes February-17 p 1969 Tract No. 2 - Z-2259 Applicant: First National Bank Location: 10120 Rodney Parham Road Description: Tract 2-A of Tract 2, Colony West Commercial Subdivision Classification: "E-l" Quiet Business District Variance: Requests a Variance from the Sign Provisions of Section 43-6 of the -Code of Ordinances to permit construction of sign in excess of permitted size Mr. Bill Terry, attorney, representing the First National Bank, was present, as was Mr. Kent Ritchey, an officer of the bank. Mr. Terry explained that this location is at Rodney Parham Road and Breckenridge Drive, which is roughly about one or two blocks east of the Interstate #430 Bypass as proposed. Three of the corners at this intersection are commercial, and this imrner is "E-1" Quiet Business classification, he said. The First National Bank proposes to construct a -..branch office at this intersection which will be nearly identical to its office on Capitol Avenue in the downtown area, and the sign which they propose will be identical to the one on the Capitol Avenue office. Mr. Terry said this is not the type of sign which the Bank has installed at its Interstate #30 location, but is smaller. He said this sign is in good taste- dots not flash on and off, and is lighted from the interior. The large sign is on Rodney Parham Road which will be a major heavily traveled artery of the City, and the small one, 21X4', will.be on Breckenridge Drive on the northwest corner and will include the words "Exit" and "Entrance" only. The Bank has obtained the approval of the International Paper Company, the developer of the Subdivision. The large sign will be located 15' 8" from the curb line. Mr. Terry re-emphasized that Rodney Parham Road will be a very heavily traveled road and a major commercial intersection, with a major shopping center on the northwest corner with its main tenant a Kroger Store; the southwest corner has been purchased by the Gulf Oil Company, and the southeast corner is owned by Worth James, Trustee who is holding it for a Worthen Bank and Trust Company branch office similar to this one proposed by First National Bank. Mr. Kent Ritchey of the First National Bank stated that the sign on Breckenridge Drive is intended merely for identification purposes for traffic travel north and south, and primarily will be for entrance and exit indicators. He agreed to the reduction in the sign size to 8 square feet as permitted in the Ordinance. Mr. -Farrell suggested that since this intersection is primarily an "F"-Commercial one regardless of the zoning, and that within the immediate future there will be "F"-Commercial signs all around, he made a motion that the application be approved as submitted, and that the applicant reduce the size of the smaller sign to a size that will be comfotable to allow the words "Exit" and "Entrance" to be used on the sign. The motion was seconded and passed. DEFERRED MATTER (continued on next page) Page -2- Board of Adjustment Minutes February 17,1969 2-2256 Applicant: Location: Description: Classification: Variance: Faith Assembly of God Church 1200 Rice Street Long legal "C"-Two-family District Requests a Variance from all applicable provisions of Section 43 of the Code of Ordinances to permit erection of new church building Mr. Robert Adams, Pastor of the Church, was present. He stated at the last meeting it was suggested that they submit an alternate plan to include moving the house on the lot south of the Church property which they have taken into consideration on the new layout. A survey has been made of both properties and the present plan involves construction of the Church on the two lots by Temoving the present Church building and the house which is on the lot south of the present Church building. The new plan suggests a front yard space being reduced to 10 feet to give them room for parking in the rear. The proposed building has been enlarged by 10 feet from the original design so as to include needed classrooms. Mr. Adams added that the adjacent property owners in the neighborhood favor the improvement. Mr. Farrell questioned Mr. Adams as to feasibility of a two-story structure with classroom space on the top floor and the sanctuary below. Mr. Adams replied that with the present plan the building would be adequate to meet their needs until they relocate. Average attendance runs between 50 and 60 and he stated that their growth had been limited due to inadequate facilities. A motion was made that the rear yard setback requirements be waived to allow parking in.front of the Church which permits parking in the rear 15 feet of the front yard space, -but that there be no parking within the 10 foot green strip on 12th Street, and no curb cut be permitted on 12th Street, and that the appli- cant submit a parking layout to the Staff showing the maximum number of spaces being created.
